This  server  having  Relay Host (secondary SMTP Out), if in the first 4
hour  the  server can't connect to your SMTP Host, it will goes to Relay
Host.

Is  that  immediate  send  or  delayed  send? Was TB! minimized to the
system  tray  while  writing  the  e-mail. This may fool Delphi 2 into
thinking  the  parent  window (although that is a more MDI issue) does
not  exist. I think this is one for Stefan. In the short term it might
be  worth using the beta version. Some people won't agree with me but
I  often  find that the betas are more stable than the release. I know
that  sounds wrong but I've beta tested enough software to know if the
stability has increased.

It's seems no one else has run into this, at least not recently.

I guess you either discovered a bug in TB or there're some
compatibility issue between TB and one of your system files (like
wrong version of DLL or the sort of things). I would suggest you to
try out the newest beta version (be forewarned that it IS a beta,
though generally speaking very stable, at least at my end), or file
an official but report to RIT.
