Simon consists of client and server components.
Starting and configuring the client seems to work, but the server component
can't be started.
Without a working server component the hole simon package can't be used.
Starting simond on the CLI produces the following output:

Public bug reported: I can't find/install the pepperflashplugin in Ubuntu 14.04 armhf. Please add this binary to the repo.
