I have the same error! Thus it is stupid to classify this bug report as: This 
bug report will be marked for expiration in 7 days if no further activity

I have first sent an Apport report about this bug. I have sent it and only now 
I discover that a similar bug report has been filed to Launchpad already. 
Apport does not give me a chance to add it here to this report. So please 
improve Apport so that a user can attach the report sent earlier to an already 
existing bug  report. Otherwise bug-squatting is complicated.
Let me know what else tests should I pursue and report their results in order 
to make it easier to squat this bug.

Left-clicking on gnome-power-manager 2.28.0 applet opens a menu where the menu 
items Suspend and Hibernate are missing.
'~$ echo disk | sudo tee /sys/power/state; disk' hibernates this computer and I 
can thaw all right.
'~$ echo mem | sudo tee /sys/power/state; mem' suspends this computer and I can 
resume all right.

1) It is marked for expiration because no one has replied with more
information after it was marked incomplete.

2) To use apport to add information to an existing bug, type

I have read http://projects.gnome.org/gnome-power-manager/ but could not find a 
reasoning why the author of the program has removed the suspend and 
hibernate actions from clicking on the icon in the tool bar. 
I discussed that matter in the Freenode IRC channel #ubuntu+1. There are two 
substitutes, and I do not want to comment on that any more.

I noticed that there are two substitutes now for the missing 
gnome-power-manager menu items Suspend und Hibernate: 
i.) Pressing the power knob for a short while will produce a window Shut down 
the computer with corresponding menu items.
ii.) GNOME Panel 2.28.0  indicator applet session 0.1 offers corresponding 
menu items.
Both work flawless with me.
I have changed System  Preferences  Power Management ( Power management 
Preferences)  On AC Power ( Actions)  When laptop lid is closed: from 'Blank 
screen' to 'Suspend'. Now my computer suspends normally when I close the lid 
and resumes when I open the lid.

Thanks for the testing. From your comment: Now my computer suspends
normally when I close the lid and resumes when I open the lid. Is the
bug fixed or is it still a problem? If it is fixed, feel free to mark
this bug as Fix Released

As for the suspend/hibernate issue: is an unrelated to this bug and
should either be discussed upstream as a bug report or on the mailing
list. Information for bug reports and the mailing list is at
http://projects.gnome.org/gnome-power-manager/. Information on removing
the suspend/hibernate is not on that site, sorry for the confusion - but
here is the comment from the author:

I'm thinking the suspend and hibernate menu items (when you left click
the battery icon) don't really work. The icon isn't shown if there are
no battery devices, and in some cases it's only shown when the
batteries are discharging or critical, so it's not always there. I'm
thinking of setting the GConf keys to default false for 2.27.x and
removing the functionality completely for 2.29. The user can still
click system - shutdown - suspend, or setup a icon on the panel to
do this, or if a laptop just shut the lid. What do you think?

This bug is not yet fixed: The setting System  Preferences  Power
Management  On AC Power  (Actions)  When laptop lid is closed:=Blank
screen is still at fault. The screen will not light up when opening the
lid, even after a key is pressed.

You can get it by pasting the output of: 'lspci -nn | grep VGA'
