The precise condition is "ubuntu-docs needs to be uploaded AND BUILT before we start building the language packs" (i. e. preparing their source packages from the LP export and the static translation tarballs from LP). As we have the new ubuntu-docs built, and I am still waiting for the LP export to finish, we are good here. What plays in our favour is that translations for documentation (i.e. the translated XML files) get imported into Launchpad through another route (read faster) than regular PO file translations. So we might get a chance that they got in. We'll find out tomorrow morning when the language pack export finishes, and I'll report back. Uploading the final Ubuntu Docs package tonight will already be too late, as today marks the date when we do the final export for translations (at 22:00UTC), and the docs translations will most probably not be imported on time. We could conceivably hack the generated language packs, which will be built tomorrow, to include them. I'd personally be a bit wary of doing this for the LTS, but I'll let Martin comment on this.
