I somewhat understand if somebody wants to wait a month or two after a new version of iOS comes out until most of the bugs are ironed out, but much beyond that there is absolutely no reason which makes any sense not to upgrade, certainly by the time Christmas or the new year comes around everybody should be on the latest version of iOS. I suspect staying on iOS 11 is the cause for all your headaches. Now, I also suspect that you either stay stuck, call Apple Accessibility, or update to iOS 13.1.3 which has its own set of headaches.
