I think, it depends on the bugs.
If it's someones only device, and the voiceover crashing issue, has not been
fixed. Then that can be more than a pain to say the least.
People choose to become beta testers. But for us that don't. Then we don't
want to have a phone, with these kinds of problems.

I somewhat understand if somebody wants to wait a month or two after a new
version of iOS comes out until most of the bugs are ironed out, but much
beyond that there is absolutely no reason which makes any sense not to
upgrade, certainly by the time Christmas or the new year comes around
everybody should be on the latest version of iOS. Apps get updated and
typically work best with the latest version of iOS, you will get the best
support from Apple and of course have the latest security patches.

Now, I also suspect that you either stay stuck, call Apple Accessibility, or
update to iOS 13.1.3 which has its own set of headaches.
