This is something you can do in Windows XP --press start button press U
for shut down and select re-start from the choices available in the box.
Press it and you will see the system shutting down and restarting by

one cannot know the battery status while the laptop is getting charge. So
remove the charger pin from the laptop and try to check the battery status.
