I was on a break for 4 months and didn't use the Ads API. Now my Test
Manager account is showing as closed. Questions:
1. How to activate it again or should I create a new Test Manager account?

What do you mean by "pending review according to the Google Ads dashboard"?
I have been having similar issues with Smart Campaigns where the Dashboard
