If you have a J2ME app then you need to convert it to Android so that
it can run on the Android platform. UpOnTek provides such a service. .

It's possible that a phone could run on an Android base without
exposing the ability to install new apps (a dumb vs smart phone).
Java would still be used to support the phone functions (menus,
directory, dialing, etc), though.
