I'm looking at #1075292 and I cannot reproduce it.
The fix is for 4.2.0-6 and we now have 4.2.0-9 in unstable - can you
check if you still see the FTBFS in an unstable environment, or perhaps
its Ubuntu related?

Unfortunately the proposed patch doesn't fix the problem.
With later versions of xarray now using pooch to download data, and
failing if its not setup, a better fix to the download issue is needed.
