What's the input sensitivity figure for your powered speakers? Is the
speaker sensitivity level switchable?
Have you tried the Duet with those speakers? If it gives the same
volume level as the SB3, then the issue is a mismatch between the
SB3/Duet and the speakers. If the Duet level is OK but th

Set the SB3's output volume level to Fixed 100%, I think this is what
Phil was referring too.
If that doesn't do it I'd suggest trying the SB3 on your other system
and comparing the volume output to the Duet.
