not figure out how to turn it on.

in Fred Cady's book nor in the manual. I will let you know if I find
something that works

The app note mentioned refers to the K3, not the KX3.

Gary is correct; the KX3 can be turned on remotely with application of 8-12 V
on the mic jack's PTT line. Very little current is needed.
