I was able to learn a bit more about the Sync Issues folder, and it is
hidden as default within Outlook for Windows - so I now believe with
confidence that I have always had a few sync issues, but just didn't know
about it until Evolution showed me the folder.

I am running Evolution 3.40.0 on Ubuntu 20.04.2 LTS installed through
flatpack.
I am using EWS to access my work Office365 email, and it seems to work
great and I have over 50,000 or messages. My colleagues can't tell that I
have (mostly) left Outlook!
