All that means is that you won't get a break on the cheaper upgrade to the
latest version. You still will be able to get a perpetual license for FM2019 -
you'll just pay more for it.

Sounds too much like the "your Windows license is about to expire" scam
calls.
If I were you (or your boss), I would contact Adobe support directly and
ask about this.
