This fixes the INTERFACE part of the problem.
I have not regtested the full suite yet; just gfortran.dg/i*
I just regression tested it on x86_64-unknown-linux-gnu.
I also tried to compile all_cp2k_gfortran.f90 --
Building libgfortran there dies, probably due to the extern inline patch:

The attached program should print
void func(int , int )
void func(int , int )
Instead it prints
void func(T, T) [with T = int]
void func(int, int)
This causes efficiency bugs that are very difficult to detect.
