I have python 2.6.2 and installed the gdal libraries following the
instructions in this page:

That is, I have the GDAL 1.6.1 python extension
(GDAL-1.6.1.win32-py2.6.exe) and installed
I've discovered that when I use OGRSFDriverRegistrar::Open to open a
Shapefile, the file remains locked so that another process can't open the
file until after I've called OGRDataSource::DestroyDataSource. Is there any
way to prevent the file from being locked? Thanks!

From the doc, the ACE tiles are just raw files. So this is the perfect
use case for using VRT descriptions for raw files :

Thanks for the suggestions. I did take the advice to use gdalbuildvrt and then
warp that:
