it only needs the new-style manifest:
rsync --exclude '**/files/digest*' --delete-excluded
(3) users get immediate benefit. we can keep running in this mode
as long as necessary before completely deprecating the digest
ecessitate a cascading update to all the
ebuilds. Hence the current policy, however inaccurate the results
might be.
So right now the policy is broken, but the apparent alternative is
unmanageable. Ideas?
