I've been around long enough to know better to start screaming hacker without observing the players for a bit first. What I saw was very suspicious. There were two of them running around killing anything that moved with a Tau. The most incriminating evidence was when I ran around a corner and as so

Typically, if I don't have solid evidence that a player is cheating, I gauge my actions based on the rest of the players. What I mean is,... sometimes there will be 20 people in the server, and one person comes in and goes 40-0. People start leaving, griping constantly, and calling him a hacker.
