You are likely running too many slots for that old CPU. I think it can't
handle that many players.

Interesting. I'm using 1000 HZ kernel, but server use 0% CPU when they're
empty.

No, one 16 player server, that's it + apache/mysql/php on a stripped down
slackware 10.
Had the same problem before I recompiled with preemptive kernel.
