include a settings/config migrator that migrates settings from
kdelibs4 locations to kf5 locations
Oh ok. I have seen some ports have a revision increased recently because of
a change of default variants, so I was following that, but I guess they
shouldn't have been.

It seems that the update to gsl-2.x broke fgsl (#50295), which is compatible
with 1.16.
We may need gsl116 until the updates are provided by the upstream.
