I'm doing more testing hoping to figure out why my client has so much
trouble syncing. If I copy a file to the client sync folder, the file
never appears in web interface. in the client logwindow i see these lines
about the specific file i copy to the sync folder.

You need to grant the iis user full access to c windows temp
As an alternative you can specify another folder in the php.ini
Access needs to be granted as well.

there is a user at the community forums which reports the same. Seems that:
http://apps.owncloud.com/updater.php
which is checked for a new version in lib/updater.php just returns an empty
xml string. Thats probably the reason why the new version isn't recognized.

By the way, I solved the problem with mounting external smb storage because I
was specifying \\smbserver instead of smbserver. I guess owncloud could
automatically strip off the \\ or any other non-alphanumeric character for that
