Ah, OK.
Any idea how the "Import client settings" option works with the ability
to past saved settings?
That may enable a slightly faster path if I just know the format to
paste the settings as.

I'm afraid SettingsManager wasn't designed for that. Generally I
*expect* you would want to copy server.prefs to the new system and make
any relevant changes, but I've normally just started with clean
installations in such scenarios.
