missing extensions for PB 1400?

The 1400 saga continues, I'm trying to load an old copy of Kaleidagraph (version 3.08) on the 1400 (G3 233 OS 8.6). When I try to run it I get: "application could not be opened because "Microsoft_OLE2" could not be found" I didn't find anything at apple.com but did find a troubleshooting article
