Umm... guys, I mentioned Area 51 not because it seems to be known by a
vast variety of differing identifying names, but rather because it's a
good example of a government installation which is notoriously secret.

All except the ones that aren't... Security at Area 51 will chat a few
times in the clear, when you enter the region, just to let you know they
know you're there, then go into encryption.

Aren't most covert transmissions trunked and encrypted now, making it nearly
impossible to monitor (black helis, secret service, covert military etc)?
