So, your line in squid.conf looks like:
logformat "%{%m/%d/%Y %H:%M:%S}tl"
Under logformat in squid.conf, I use "%{%m/%d/%Y %H:%M:%S}tl" which will
format into localtime. No need then to convert from GMT.
It will look like this: 04/03/2007 07:46:31

In other words, could a 304 Not Modified issued by an origin server
be used to extend the cache lifetime of the object to which it
refers? This seems to be the best way of telling Squid that it should
treat the object as fresh again.

These errors aren't seen during non-business hours; only under "normal"
load. I've Googled and searched the list, and haven't found anything
exactly like this. Further, I'm relatively new to supporting squid, so I
don't know exactly what this means. Any help is appreciated.
