As I read that chart, the 2 refers to the technical note No. 2 at the bottom (which reads calculated based on LED output and optical efficiency of lenses and front window) - it doesn't mean squared.  So the lumens would be 140 for the Turbo setting.  I have no idea if the cycling light is

First, either start with a *good* cleaning of your boots (or better yet, start with a new pair), then coat with a few layers of Aquaseal - all over the toes and back to around the heel.  It's quite likely the Aquaseal will outlast the rest of your caving boots.  Good luck!
