Yo tengo windows 2000, supongo es el mismo caso en win98, lo que hice fue lo siguiente:
En el archivo startup.bat puse las siguientes lineas:
rem SET TOMCAT_HOME=C:\jakarta-tomcat-3.2.1
SET JAVA_HOME=C:\jdk1.3
los paths seran las direcciones que tu tienes en mi
las direcciones que tu tienes en mi
caso uso la version de
tomcat 3.2.1 y el jdk 1.3.
