I deal with the same exact bug. The sollution is :
When you running a client user.
right click on Applications panel > Add to panel > Keyboard indicator > Add
right click on Keyboard indicator > keyboard prefrences
click on Layout options > Groups Shift/Lock Behavior > tick Alt+Shift changes
