currently active background image. Any reason why the user would change
to a different directory, but not select a new image?

My suggestion would be to test with Xubuntu 19.04 Beta.
The window manager is not responsible for display configuration,
xfce4-settings is (and it relies on RandR). Maybe Xorg and/or the nvidia
driver is to blame for the changed behavior.
