I was getting this, and solved when df told me that /boot was full.
I tried to apt-get purge my old kernels but that didnt' work, apt said
not enough disk space... um, yeah, that's why i wanted to remove stuff.

I'm currently having a similar problem, where initramfs-tools requires a
version of initramfs-tools-bin that is already installed.
I'm no package manager, but it looks to me like this is a metadata
mistake.
