I had the same issue (whether using the repo version or a cabal build of
1.11) but it seems to be solved from v1.12 upwards, i.e. it doesn't seem
to be a packaging issue. This is probably due to the switch to pandoc-
citeproc (instead of using haskell-citeproc-hs directly), as well as

Same happens for me. Same pandoc version and also on Sausy except for
32Bit.
I tried installing through cabal too but that did not fix it for me.
Still stuck.
