Well, just FWI. In Intrepid this will no longer be an issue, since
IOPRIO_CLASS_IDLE does no longer need CAP_SYS_ADMIN capability.

So, the thing is that a user is allowed to kill -KILL it's own
processes, but it is not allowed to lower their disk access priority.
This doesn't make much sense to me...
Anyway, it looks like it is really up to the kernel folks to fix it :(.

yeah I cant get it to work without root which is a shame as it would
help a lot
unless this requirement is relaxed in the kernel we wont (nor will
anything else) be able to take advantage of it
its basic paranoia to force admin rights to prevent a hypothetical
denial of service

According to the ioprio_set manpage, a process needs the CAP_SYS_ADMIN
capability to select the IOPRIO_CLASS_IDLE scheduling class.
Quote: "
Attempts to set very high priorities (IOPRIO_CLASS_RT) or very low ones
