Same here using NVidia GTX1050 Ti with Kubuntu 24.04.
adding nomodeset fixes the problem as does removing both splash and quiet
instead as a less performance impacting change.
(Didnt try just one of spash and quiet to see which was the real culprit as its
a production machine so try to avoid

Until this bug is fixed the workaround to disable the splash in the grub
settings worked for me on Kubuntu 24.04 with AMD Ryzen 8700G
- edit /etc/default/grub
- modify the line: `GRUB_CMDLINE_LINUX_DEFAULT='quiet splash'`
- remove the `splash` part, remaining line:
I've recently grabbed a Kubuntu 24.04 ISO to install on my System.
The first reboot from setup it reaches the desktop without any problems.
On 2nd bootup it does this to me. I'm Using a Radeon RX 7800XT + Ryzen 5 5600X
