I did a bit of debugging with clivejo on IRC and it /seems/ to me that
this is a qapt issue, or how qapt gets setup via the Driver Manager.
I've asked clivejo to co-ordinate with the QApt maintainer.

scenario since kate depends on kde-runtime which in turn depends on
kdelibs5-plugins which has the klauncher executable. If you can't reproduce
this on plain Kubuntu, then it's a Mint issue.

The udev rule is shipped via the kubuntu-settings package which does not land in
