On Ubuntu 20.04, the CPU is utilized 100% when playing a video file and
video starts skipping. The machine is a netbook with Celeron N4000
processor and 4 GM RAM. There was no such issue with the up-to-date
version of previous LTS - 18.04.
Also, I tested with latest Manjaro
I am using Xubuntu 14.04. Using ibus input method. Running ibus exit
solves the issue.

I got the window again when I tried to use a damaged CD. So my
uneducated guess is this error comes when the OS is not able to read
some data off the disc sectors. I lightly sandpapered an unwanted CD and
tried it and found this is replicable. It might depend on the
sensitivity of the drive
My phone is discoverable. I have set it as such in the Bluetooth menu on
the phone plus I can see it when I do a 'hcitool scan' or 'hcitool inq'

remember from four hours of fiddling is
that the phone doesn't support OBEX push - I got this when trying out
