I need to create a kvm vm template with vmxnet3 nic adapter but I'm not
able to do this. I know this is possible for VMware clusters but the option
is not available for kvm template.
Maybe we can do it with api/cloudmonkey ?
Could you help me with this ?

Not a chance. QCOW volume type can be shrunk on RBD backend only. The only
other option of shrinking with KVM is LVM backend.
