Put links into your rotor. Then when within the text, turn the rotor to links,
and do a one-finger swipe up or down until you find the link you want, and
double tap.

say the second character in the link and then double tap. this appears to be an
issue of focus with VO.

I assume you mean Safari on an iPhone. The quickest way to get to the address
bar is to find it manually nearby the top left cornor of the screen.
