John must not have read your messages hence does not realize you are in
India. Any phone sold by a major carrier such as AT&T or Verizon will not be
unlocked, especially not if it is $99. Also any Verizon iPhone before the 4S
which has both CDMA and GSM radios will only work on a CDMA

I didn't buy one at the time, but when Apple came out with the iPhone 4,
you could get an 3G with 8G for $49. I think AT&T offered the 8G iPhone
4 for $99 after the iPhone 4S came out.
