Sudhir,

I have been using a Nokia 6600 without problem for
close to a year now with TALKS registered version. I
have also increased the memory to 256 MB. 

When you invest in a smart phone, do get the memory
increased.

I think something serious needs to be done about considering VH in
particular and PWD in general as consumers of various products/services
--which is the topic of my Ph.D.

I think most or even all of product/service providers aren't aware of
our status as consumers and are often made to believe as though they are
doing a favour to us. For instance, none of the instruction manuels are
in Braille, none that I know of, which can be a cost-effective value
addition businesses can offer. 

Also, there're misconceptions surrounding our capabilities in utilizing
these services. Air travel is a good example. Though someone with severe
disability may need an escort, those with visual impairment are very
independent and don't need escorts. Therefore, kindly tell CII to have
certain clauses where the needs of VI's and PWD's can be taken on board.

I have been using 6600 and very much impressed with its robustness. During 
last one year or so, I can hardly remember a time when it hanged or created 
unnecessary headaches. Yes, the technology used is somewhat old but still it 
is a reasonable, reliable and robust option.

Well, 6600 has 6 mb, 6670 has 8 mb, 6630 has 10 mb and 6681 should be at
least having 10 mb. Plus you get a free 64mb memory card and a 512 mb
memory card is not costly  at these days around 1000.

Hello Sudhir,

Eliminate 7610 and 6670 for two reasons. They are too old and the sound
quality (especially low volume) is a big minus. 6600 is being  used by a
lot of people but again the technology is too old. 6630 is still OK  but
has a nagging tendency of popping out its memory card as there is no
shutter. I would suggest you go for 6681 which is priced round about 13k
and offers a decent keypad and good sound quality. Rajesh Asudani has
purchased one and is happy with it I guess. I own a 6670 and I would
advise not to go for it at all. 7610 has the worst keypad of all the
models. You may also want to look at the N70 if it is available for 13k.
It is a very good model too.

This is a free service and all its content are free to download.
All clasics including pride and prejudice are there in clear and crisp mp3

Samsung won the gold award for its Braille mobile phone, the Touch
Messenger, which was designed by the company's Shanghai-based Samsung Design
China division.

The Touch Messenger allows visually impaired users to send and receive
Braille text messages, with the company revealing that the product was
developed in line with its global design strategy of gaining inspiration
from local needs, in this case the needs of the nine million visually
impaired inhabitants of China.

It is anticipated that once the Touch Messenger is commercialised it will
increase the quality of life for the world's 180 million visually impaired.

Users will be able to use two Braille keypads on the phone to send messages,
while a Braille display screen on the lower part of the phone will allow
them to read incoming messages.

Although all of us should post our comments  on this review, I don't
really think there is an immediate threat to the exemptions offered for
disabled citizens. Every exemption in the income tax act is being
reviewed. Also, this information has been in the news quite a while ago.
Instead of making an issue of why disabled organizations are not
informed about this review, we should now concentrate on explaining to
the revenue department the reasons behind requesting for these
exemptions.

This also highlights the unfortunate fact that disabled people are still
not using technology to their advantage. Only if we are more avid users
of internet, we could have known this news much earlier.

PARENTS BEING TARGETTED!!

 

The Department of Revenue, Central Board of Direct Taxes, Tax Policy &
Legislation Division under the Ministry of Finance, in a quiet
announcement on the

department's own website, has stated that various tax incentives and
deductions under the Income Tax Act are being reviewed, and in this
regard it would

like to invite comments "with supporting rationale" for their removal or
continuance.

 

But the manner in which the notice has been put up leaves much to be
desired. The notice states that "the Government is keen to involve all
stakeholders

in this exercise." If it is so keen, how come no one has heard of this
quiet exercise? Even D.N.I.S. got this information very late. If the
concerned department

was genuinely looking for views, the announcement should have been duly
published. Views of N.G.O.s and parent groups should have been
solicited. Disability

rights groups should have been informed.

 

Speaking to veterans in the disability sector, D.N.I.S. found that most
of them were not even aware of this so-called "review". Subhash
Datrange, Association

for Blindness & Low Vision, Mumbai, and Rajul Padmanabhan, Vidya Sagar,
Chennai said they could not comment on the move as they were unaware and
had not

got any information regarding the same. Nirmala Srinivasan, Acmiindia,
Bangalore came to know of it very late and this is what she had to say:
"The circular

comes as a major threat to persons with disabilities, and their family
care givers like me."

 

As regards content of the notice, the first question that comes to mind
is Why? What rationale or logic lies behind the review of the existing
tax deductions

for disabled people and their parents?

 

Looking at the history of the income tax deductions for the disabled,
one can see that an amount of only Rs. 20,000 was allowed under Section
80U until

1995. This was the year when the Disability Act was passed. Without
wasting any time, Disabled Rights Group (D.R.G.) took the initiative to
meet Manmohan

Singh who was the Finance Minister then, and convinced him regarding the
need for an increase in the existing amount. As a result, the deduction
from the

total income of a disabled person was raised from Rs. 20,000 to Rs.
40,000 the same year.

 

Again, in 2002, when Jaswant Singh was the Finance Minister during the
N.D.A. rule, D.R.G. met him and demanded that the tax deduction be
raised to Rs.

100,000. The Government yielded partially to the demand and created two
slabs. The tax deduction amount was raised to Rs. 50,000 for all
disabled people,

and to Rs. 75,000 for people with severe disability (above 80 per cent).

 

At present, there are three sections under which disabled people and/or
their parents are eligible for tax deduction. One is 80-DD with
deductions of Rs.

50,000 where any expenditure is incurred for the medical treatment of a
dependent being a person with disability. In case of severe disability,
there is

an enhanced deduction of Rs. 75,000. Under section 80-DDB there are
deductions up to Rs. 40,000 against expenses actually incurred on
medical treatment

of specified diseases and ailments. In case of senior citizens, enhanced
deduction of Rs. 60,000 is available. Under se

SUCCESS REVIEW’ in ENGLISH alongwith some other HINDI MAGAZINES like ‘SARITA’ 
either on the internet or in e.text or In DAISY FORMAT or in CDs from anywhere 
? 
Because I dearly want to read these magazines, especially the English ones  & I 
don’t know HOW to scan books or magazines correctly  or if the scanned matter 
will really come out properly & clearly or not. 
If any one can give me any information on this matter, I'll be really very

accessindia.  Even I would like to try this interesting thing , so could u
pls tell me Do I send a BLANK EMAIL to [EMAIL PROTECTED]  at first
after Opening MSN Messenger, signing in & Adding Encarta as a contact,
before Pressing enter on Encarta from my Contact List?
Also pls tell me Where Do I go from here?  What Do I do next as I'm not very

Since Dell doesn't have any manufacturing unit and service centre here in 
India, so the products are shipped directly from Malaysia and they give you 
the service through the third party, so in case of Dell, they have tie up 
with Wipro.

The Human Rights Law Network is a nation wide collective of lawyers and social 
activists working towards providing access to justice to marginalized 
communities including persons with disabilities.

 

It has been brought to our notice that the Department of Revenue has called  
for comments regarding removal or continuance of exemptions and deductions 
under the Income Tax Act, 1961

 

RELEVANT PORTION OF THE NOTIFICATION and our comments thereof are noted below 
for your consideration:

 

141. 80-DD Deductions of Rs. 50,000/- where any expenditure has been incurred 
for the medical treatment of a dependant being person with disability.  In case 
of severe disability, enhanced deduction of Rs. 75,000/- {Resident 
Individual/HUF}

 

COMMENTS:

Parents including guardians and care givers of persons with disabilities have 
to incur medical expenses, sometimes recurring, for medical treatment of their 
children/ wards with disabilities. In the case of certain kinds of disabilities 
specially those related to mental health, this expense relates to medication 
and also institutionalization for long stretches of time. 

 

With innovations in medicinal technology, opportunities are arising and will 
continue to develop further, and which will help persons with disabilities to 
seek such interventions   . It is  a widely known fact that Government 
facilities are grossly inadequate and all such medical interventions 
Institutionalisation etc is being sourced from private sources which is 
available at exorbitant prices. Not only this , there is no social security 
worth speaking of in the country.

 

Any move by your department to disallow benefits under this specific provision 
will be a drain on the resources of parents and support givers who are already 
struggling to provide for a child or person with a disability. 

 

142. 80-DDB Expenses actually incurred on medical treatment of specified 
diseases and ailments, up to Rs, 40,000/- In the case of senior citizens, 
enhanced deduction of Rs. 60,000/- is available {Resident Individual/HUF}

 

COMMENTS:

There are diseases like Haemophilia, Thallesemia, Epilepsy  etc which require   
constant medication  and monitoring by specialists and lifelong medication 
Periods. Some of these diseases may also cause disability if not treated 
correctly and timely and may also result in the  death of the person  affected 
by this illness. In developed countries some of these illnesses are recognized 
as disability conditions. Senior citizens who are surviving on pensions  too 
have to incur such additional expenses as it is a known fact that old age 
results in a myriad of illnesses and diseases. Public health facilities are not 
easily available.  treatment is expensive and  persons with disabilities  are 
not covered by  Insurance  Companies particularly for the disorder.

Any move on the part of your department to disallow tax benefits under this 
provision will  financially burden support groups and families of persons 
suffering from such diseases.

 

158. 80U Deduction of Rs. 50,000/- for an individual being a person with 
disability.  In case of severe disability, enhanced deduction of Rs. 75,000/- 
is available. {Resident Individual}

 

 

COMMENTS:

Persons with disabilities are heavily marginalized and find it difficult to  be 
involved in economic activities.  A few of those who do manage to find 
employment are   not compensated  adequately to commiserate their 
qualifications and experience. Those who do manage to find employment have to 
incur additional expenses by way of transport. Public transport systems in the 
country are woefully lacking in  adaptations required for disabled and 
alternate modes of transport like taxis and auto rickshaws are too expensive  
for daily use . Specially fabricated cars and three   wheelers are exorbitantly 
priced, require heavy maintainence and are fuel guzzlers. Most disability 
groups need to hire escorts to enhance their mobility to reach their places of 
work. Persons with disabilities also require special equipments for 
communication like special software for working on computers, accessible mobile 
phones, hearing aids mobility devices etc and a

I agree, stray animals are really a big issue, I guess everyone can relate 
with the problems associated with them. It's really irritating even more due

to the droppings left by them on roads. I never faced any animal (probably 
due to the fact that I rarely travel alone in colonies) I mostly get 
assistance or cycle rickshaw to reach the main roads, and animals are rarely

found on the main roads (but many accounts of them on the main roads by 
people who are driveing) might not validate what I said, but I never 
encountered them on the main roads.

For me it is greatest hurdle on colonies roads.

I'm sorry to say that The Wipro engineer who came to my place to verify the 
things didn't sound very appealing to me. I'm saying this because in my last 
mail I talked about the control F11 command. The dell people at Bangalore 
say that this command restores your computer to the factory stage, so will 
erase all your data even in the D drive, while he told me that You wouldn't 
lose your data even if you go for this.

Hi Rajat Sir,
The OS along with several other utilities was pre-installed, the engineer 
that came did nothing except verifying that each and everything was in 
order. The OS is XP home edition but you could upgrade anything before 
finalising your order, I chose to have this system with the default option 
as it would amount to bare some extra cost. I've also been given the 
original CD of the OS if I want to repair or do the fresh installation of 
windows. My product key is also printed at the back side of my Laptop 
itself. I would also like to point out that in case my windows gets corrupt 
and it is not even repairable, I can do it the fresh installation without 
having to use the original CD that I've been given. Yesterday, in my very 
first mail, I pointed out about some Dell restore system which is there in 
the hidden partition of the disk. Now, in case of any eventuality, I can 
press control F11 immediately  when the dell logo appears before the OS 
starts booting, and my system would be restored to the factory stage. The 
biggest disadvantage of this utility is that it wipes out the data of both 
your hard drives. So one may like to go for this utility if he has the full 
backup of his data.
