American computer guru Ray Kurzweil reckons that there will be 32 times more technical progress during the next half century than there was in the entire 20th century. While addressing the American Association for the Advancement of Science (AAAS) in Boston, he said that machines would rapidly overtake humans in their intellectual abilities, and would soon be able to solve some of the most intractable problems of the 21st century. He revealed that his prediction was based on the calculations that computer chips had been doubling in power every two years for the past half-century. Computation, communication, biological technologies - for example, DNA sequencing - knowledge of the human brain, and human knowledge in general are all accelerating at an ever-faster pace, generally doubling price-performance, capacity and bandwidth every year, he said. Kurzweil pointed out that computers had been based on two-dimensional chips made from silicon to date, but scientists had developed techniques to create three-dimensional chips with vastly improved performances. He said that 3-D chips could also be constructed from biological molecules, which may enable them to be miniaturised even more than metal-based computer chips. Three-dimensional, molecular computing will provide the hardware for human-level strong artificial intelligence by the 2020s. The more important software insights will be gained in part from the reverse engineering of the human brain, a process well under way. Already, two dozen regions of the human brain have been modelled and simulated, he said. Hi Friend, In call center, a different software is used. It is known as CRM that is, Customer Relation Management. JAWS does not read the contents of the screen. I think we have to search for scripts which would enable JAWS to read efficiently. In that software, the Customer Care Executive enters the details of the customer and gets the elaborate details of that particular customer; for example, If we call Airtel Customer Service, they will ask our mobile number and our name. As soon as they enter our number and our name, they get details about our plan, tariff, validity of the sim and so on. I gave a deep thought whether visually challenged can work in the field. Customer Care Executive speaks to the customer and reads the contents on the screen simultaneously. On other hand, we have to listen to JAWS as well as the customer. The solution is to get script for JAWS and braille display. We can read the contents of the screen by using our hands and talk to the customer simultaneously. We have found three innovations to solve these fundamental problems. Use technology to de-skill complicated tasks: Modelled after the best practices of user-friendly designs, we have created a much simpler interface for operators. Identify corporate partners who will use the center to deliver services through the center using their own personnel: For e.g., a fertilizer company that markets fertilizers and offers advisory services to farmers. Identify high revenue activities for the computer platform in kiosks during off-hours: We currently deliver checque truncation services for US banks. How long did it take to develop the award winning rural business centre? How does it work? How many people are benefited by this? In Karnataka, nearly 800 RBCs were made operational in six months under the Nemmadi project. Last year, we served nearly 75 lakh rural customers and currently provide government and business services to over 10 lakh citizens per month. Ever since the start of this project in October 2006, there has been a 30 per cent increase in the demand for government services in Karnataka. How difficult was the task? What hurdles did you face? How do you ensure connectivity in rural areas? We faced a few major hurdles like human resource and cash management, working with multiple layers of the government, finding good investors and handling customer expectations. We have put in place innovative technological mechanisms for tracking employee attendance, grievance management and tracking of cash. Connectivity is VSAT-based. We have found this to be most reliable so far. What are your views on innovation in India? How important is innovation for a country like India? Plus, there may not be a decline in a person's ability to act as a scribe. Yes, cheeting can and does take place but limiting the scribe is the wrong mechanism to counter it. It hopes that a movement will catch on throughout the nation for the sake of the disabled.These people are denied access to public places simply because of the absence of ramps or elevators that allows wheelchairs, says Simon George, managing trustee and chairman of the foundation. The foundation aims to make Kochi a model for disabled-friendly access. Once this is achieved, other cities and towns will follow the example, he says. The project will show how bus stops and the Collectorate building can be made disabled-friendly. Though the disability Act, 1995, stipulates access to public places for the disabled, it has been put into practice in few buildings. The Act calls for disabled-friendly bus stands, railway platforms, parks, public buildings and so on, but hardly any of these is built in such a manner. The foundation has taken up a challenge to create awareness among people and their representatives in the Assembly and Parliament to help the disabled realise their right to access. The new initiative was recently inaugurated by V.R. Krishna Iyer, former judge, Supreme Court. Railway platforms can be raised and ramps provided to take wheelchairs from one platform to another. The international terminal at the airport here does not have an aerobridge and the wheelchairs available are rusted. Developed countries have disabled-friendly infrastructure. I've pasted below the sections on which I have comments along with my comments marked with [MA] -Manish 2. Examination Form/Application a. All Application Forms/Advertisements for exams should mention that a Visually Disabled candidate will be allowed the use of a Scribe and alternative formats will be provided. b. The examining authority should give a clear option in the advertisement itself whether the examinee wishes the scribe to be provided by the examination conducting body or he/she wishes to arrange the scribe on his/her own. c. The Examining authority at the time of advertisement/application should also print the criteria/qualification for scribe to be followed. d. The application form should have a provision asking low vision persons to indicate the requirement of question paper in large print. The advertisement for examination as well as the application form should also clearly mention that the low vision persons would be allowed the use of magnifying glass. [MA] Points b and c above should read differently. In point b use advertisement/application. And in point c, clarify that the criteria is simply reproduced from this policy with the specifics about stream and candidate levels spelled out and the examination authority does not have the power to change/modify/add any other specifications for the scribe. 3. Scribes chosen by Candidate a. In case the candidate avails the services of his/her own scribe/writer, the scribe/writer should be one grade junior in academic qualification than the candidate if from the same stream. However, this condition shall not apply if the scribe/writer is from a different stream. b. For competitive examinations the scribe needs to be one level below the eligibility criteria of the competitive exam in consideration. c. For internal exams of schools and colleges the condition of the scribe being one grade junior in academic qualification than the candidate should not be enforced strictly as this would cause undue hardship to the candidate and give rise to unviable solutions. [MA] Point b above is not correct for competitive exams. Competitive exams are all about practice and studying about the subject at that point. E.g. a person who has already finished MBA is not likely to be able to help an MBA candidate more than a student still doing under-graduation. Point b is more valid for academic exams e.g. a student of B. Com. 3rd year may be able to unduly help a student of second year. In either case, cheating can be prevented by invigilation and this restriction should be removed. 4. Scribes provided by Examining Authorities a. Considering the practical problems, it is necessary that even if the scribe is provided by the examination conducting authorities, at the request of examinee, such authorities must ensure the competence of the scribe/writer. If the scribe is provided by the examining authorities, it should be ensured that the scribe is adequately qualified to understand the questions and to explain them to the candidate. b. To ensure the competence of such a scribe provided, the following conditions should be adhered to: i. as far as possible and practical, the scribe himself/herself should be a current student; ii. In any case, the time interval between when such a scribe ceased to be a student himself/herself and the time he/she is acting as a scribe should not be more than three years, because with the lapse of time, natural abilities of a student like writing speed, taking dictation and writing an examination efficiently in a specified time frame, suffer a considerable decline. However strict adherence to this requirement cannot be stretched beyond a logical point. [MA] The last 2 conditions are applicable to academic exams only. For exams in govt./corporate institutions like banks, it will be incorrect to use a student as a scribe. d. The Chief invigilator of the examination center should have discretionary powers to accept last minute change of scribes under exigencies. [ma] Even if the required authority is not available for some reason when this last minute change needs to be made, the scribe should be allowed and the relevant authority can retrospectively review that the scribe used was in accordance with this policy. f. The letter approving the scribe should contain the following information in writing: i. The extra time given to the candidate ii. He shall be seated separately iii. Contact address and phone number of competent authority should also be printed for last minute change of scribe. [MA] Institutions like DU have ambiguous and discriminatory rules about when this letter can be issued. The policy here should require the examining authority to clearly state this process in the advertisement/application/examination rules and this requirement should not be unjust e.g. one day before the exam in case of some DU exams and a similar constraint in case of CAT for MBA. Vh candidates should be allowed the use of scribe or computer and extra time in all examinations conducted by recruiting agencies no matter whether there is reservation for them or not. 2. The special examination rules for the vh candidates must be obligatory on all boards, universities, recruiting agencies under direct or indirect control of the central and state government. 3. Any time lost on account of verification of the scribe's eligibility, separate sittint arrangement etc. must be noted and the lost time must be added to the regulation time. Every year more and more Disabled candidates are appearing for various examinations. b.. The kind of Disability that has to be considered has also been increasing over the years. c.. Number of examining bodies has been increasing over the years a.. Various orders/judgments/directions have been passed by various Courts/Commissions/Authorities that deal with the problem in piecemeal. a.. Various examination conducting authorities have different rules and/or implement the rules in different ways. a.. Technology is improving and needs to be taken into account a.. The anxiety suffered by the examinees before and during the examination has to be removed a.. Questions asked at written examinations and the examinations themselves are varied and need to be answered in various ways. a.. Competition is increasing and the Disabled have to be given a level playing field. 1. Comprehensive Looking at the needs of each Disability, the Policy must cover as many issues as possible and not leave any ambiguities and lacuna. Basically it has to cover all questions raised by the officials of the Examining authority who tend to harangue the candidates just before the examinations. 2. Flexible and Dynamic The implementers of the Policy have to be able to adapt to the situation. There may be a need to change the Scribe at the last minute or a Disability may arise while the exam Schedule is on for eg. A candidate may fracture his hand while returning from a paper and may need the use of a Scribe for the remaining papers. Also technology is evolving and needs to be taken into account. The discretion of the officials of the Examining authority has to be exercised keeping the best interest of the candidate in mind. This Policy must be reviewed periodically after recording the experience of all concerned. 3. All Examinations This Policy will apply to all examinations being conducted in India generally and specifically to examinations conducted by Educational institutions- schools and colleges (both internal and external), School and College Boards, universities and deemed universities, autonomous bodies conducting entrance or promotional examinations as well as all recruiting/promoting authorities and any other authorities or bodies under which a Disabled examinee wishes to appear for an examination for any purpose whatsoever. The categorization of exams into exams conducted by educational institutions and competitive exams is uncalled for. However there may be specific requirements of each exam and these have been addressed in this Policy. 4. Need for the facility of a Scribe In a country like India which envisages for its citizen’s equality of opportunity, allows its Disabled to take exams but has denied on several occasions its disabled examinees the use of a Scribe. This denial has let to anomalous situations where a visually disabled examinee has been allowed to appear in an examination but has not been allowed the use of the scribe thereby effectively denying the visually disabled to appear in the examination and better his prospects. The humanitarian and logical aspect of providing a facility of a Scribe should not have been required to be spelt out however since the ground level situation is such that the Disabled have been discriminated against on such basic issues even this needs to be clearly documented. 5.
