Below mentioned are the recommendations of the 6th Pay Commission for the persons with disabilities. Regards, Manoj Persons with disabilities in Central Government Introduction 4.8.1 Government of India has given various incentives for employing persons with disabilities. Three percent reservation is given to persons suffering from:- Blindness or low vision; Hearing impairment; Locomotor Disability or cerebral palsy; Persons with minimum disability of 40% or higher are eligible. The 3% reservation in Group C & D is with reference to total strength of the cadre and in Group A & B, it is with reference to identified posts in the cadre. Existing percentage of persons with disabilities in various grades in the Government is as under: - Group A 3.07% Group B 4.41% Group C 3.76% Group D 3.18% Facilities currently available 4.8.2 Apart from reservation in the initial appointment, other facilities are also available for these employees. These facilities apply during in-service employment and are briefly enumerated as under:- (i) Relaxation in upper age limit of upto 10 years when recruitment is made through open competitive examinations and of 5 years when recruitment is made otherwise through competitive examination. (ii) As far as possible, they are to be posted near their native region. (iii) Exemption from typing test in case of clerical post. (iv) Transport allowance at double the normal rates. (v) An employee who acquires a disability during his service cannot be dispensed with or reduced in rank. (vi) Promotion cannot be denied to a person merely on the ground of his/her disability. (vii) Employees who are disabled or incapacitated on account of causes attributable to or aggravated by Government service are eligible for special benefits under the CCS (Extraordinary) Pension Rules. Similar provisions also exist for Defence Forces personnel. Demands 4.8.3 Associations of employees with disabilities projected the following demands before the Commission:- (i) Provision of necessary facilities in place of work so as to enable them to discharge their functions efficiently. (ii) Making available the best prosthetics which would increase their efficiency. (iii) Grant of liberal conveyance loans as vehicles have to be specifically modified in their case and are, therefore, costlier. (iv) Better facilities for transportation. Analysis 4.8.4 Proper facilities for employees with disabilities are essential. Vide Notification dated 1st January, 1996, the Government has also notified guidelines for equal opportunities to the persons with disabilities. National Policy for Persons with Disabilities (enunciated in February, 2006) lists out various measures to be taken by the Government for providing gainful employment to persons with disabilities. United Nation's Convention on the Rights of Persons with Disabilities (61st Session held in December, 2006) also stresses the protection of the rights of these persons to just and favorable conditions of work and safe and healthy working conditions. Provisions for the benefit of persons with disabilities are, therefore, not only justified but also mandatory. Recommendations 4.8.5 A package of benefits over and above the facilities currently available is, therefore, desirable for persons with disabilities working in the Central Government/UTs. The Commission has made recommendations giving special dispensation to this category in various Chapters of the Report. These recommendations are being recounted here. Additionally, some other benefits are also being recommended for persons with disabilities which should be implemented at the earliest :- (i) Number of Casual Leave available for employees with disabilities should be 12 days as against 8 days for other employees. (ii) Aids and appliances like dictaphones, braille writing equipments, CD player/tape recorder, low vision aids and other learning equipments that will enable the employees with disabilities to discharge their official functions better should invariably be made available free of charge. (iii) The office environment should be made user friendly for employees with disabilities. This is also in accordance with the guidelines prescribed in the National Policy for Persons with Disabilities which provide for modifications in the designs of machinery work station and work environment necessary for the persons with disabilities to operate without barriers in the office. Specifically, the guidelines direct the Government to ensure that industrial establishments and offices provide disabled friendly work place for their employees with adequate safety standards being developed and strictly enforced. All Government offices have to follow these guidelines. Article 9 of the UN Convention on the Rights of Persons with Disabilities also enjoins upon the States to ensure accessible work place for these persons. Here is the text of official press release of cabinet approval to sixth pay commission, I am afraid though, it does not say anything about recommendations concerning disabled employees. Flexy work hours for women and disabled were rejected, as far as I know. press release Implementation of the recommendations of Sixth Central Pay Commission The Union Cabinet today gave its approval for implementation of the recommendations of the Sixth Central Pay Commission. The revised pay scales will come into effect from 1/1/2006 and revised rates of allowances from 1/9/2008, The Cabinet has also decided that arrears will be paid in cash in two instalments - first instalment of 40% during the current year (2008-09) and the remaining 60% in the next financial year (2009-10). 2. The Cabinet has broadly accepted the recommendations of Sixth CPC with some modifications in the wake of representations received from various sections/ Associations of Central Government employees. The new system of four Pay Bands with 20 Grade Pays recommended by the Commission has been accepted with some minor modifications. 3. The minimum Basic Pay for a Government servant has been increased to Rs.7000 from Rs.6660 recommended by the Sixth CPC. Consequently, the total emoluments of an employee at the lowest level will exceed Rs. 10,000 p.m., including allowances. 4. The other highlights of the Cabinet decision covering all Government employees including the Defence Forces are:- (i) Enhancement in the fitment in revised pay bands, which was recommended by the Sixth CPC to be based on multiplication factor of 1.74 to 1.86. This would result in increased emoluments for Government employees. (il)Increase in the rate of annual increment from 2.5% to 3%. (iii) Removal of Campus restriction for grant of Transport Allowance. (iv) Increase in Transport Allowance at the lowest level to Rs.600 (from Rs,400 in A-1/A class cities recommended by the Sixth CPC) and Rs.400 (from Rs.300 in other cities recommended by the Sixth CPC). (v)At least three promotions have been assured for all Defence Forces' personnel and civilian employees under the modified Assured Career Progression (ACP) Scheme. While the civilians would get it after 10, 20 and 30 years of service, the Defence Forces Jawans would get ACP in 8. 16 and 24 years. 5. For the Armed Forces personnel, the Commission, for the first time recommended a Military Service Pay (MSP). The Cabinet has increased the rate of MSP for PBORs to Rs,2000 from Rs.1000 recommended by the Commission, The Officers of the Defence Forces would get an MSP of Rs.6000 over and above their Pay. : 6. The middle level officers of the Defence Forces namely Colonels and Brigadiers have been placed in the highest Pay Band of PB-4. 7. Senior Lt, Generals overlooked for promotion as Army Commanders due to lack of residual service would now get the grade of Army Commander (Secretary's 1 grade). In the case of existing Major Generals/Lt Generals. MSP will be taken into account notionaily for fixation of pay on 1/1/2006 8. As replacement of the pay scale of Rs 24050-26000, a separate pay scale has been carved for DGPs, PCCFs, GM (Railways), Members the Boards of Income Tax. Customs & Central Excise, Postal and Ordnance Factories, among others, who were in this pre-revised scale. This would take them to the level of Rs.8 in two years as against three years in the pre-revised scale. 9. Further, the IPS Pay Rules and the Indian Forest Service Pay Rules will be appropriately modified to provide in each State cadre one post of DGP and one post of PCCF at the apex level of Rs.8 for heading their respective Forces. 10. Middte level Police and Civilian officers i.e. DIGs. Conservator of Forests, Scientists E & F. Superintending Engineers, Directors, Additional Commissioners of Income Tax and Central Excise and posts in equivalent grades have also been placed in PB-4. 11. Other salient decisions taken by the Cabinet are:- (i) The lower limits of Disability Pension for Defence personnel to be doubted from Rs.1550 to Rs.3100. Apple said such problems are extremely rare, at ``less than 0.001 percent of the first-generation iPod Nano'' models sold. ``There have been no reports of serious injuries or property damage, and no reports of incidents for any other iPod Nano model,'' Apple, based in Cupertino, California, said in a statement. Any customers who are worried about their iPod Nano devices, sold between September 2005 and December 2006, should contact AppleCare services, it said. The details of Intel's microprocessor architecture are always highly technical. But they're also closely watched because of the ubiquity of Intel's chips in personal computers and corporate servers. One of the most significant changes was already known. Intel now plans to build a part called an integrated memory controller which moves information between the microprocessor and the computer's memory directly into the processor itself. That's a key change because processors are asked to do more and more, and any lag in communication can seriously hurt performance. AMD has already been incorporating integrated memory controllers into its processors. Because of that and other tweaks, Intel said its new design, which is code-named Nehalem, will triple the speed at which data can be written to memory or read back, compared to previous generations. Marriage is not just about sex, it is about life long partnership, companionship and mutual love, respect and support. Amit, I personally think that having a portal for matrimony for the persons with disability is a step towards being exclusive. Having said this, I am sure that there is nothing wrong if two disabled people get together , fall in love and get married. My only caution is that the obsession or anxiety to get married should not drive one into an alliance where disability is the only so called common ground. A few years back, this power was withdrawn as it was misused by vehicle owners who made changes to the two-wheelers, altering the fundamental safety features built in by two-wheeler manufacturers. The Ministry of Shipping, Road Transport and Highways, in a notification issued last week, has granted exemption from alternation in motorcycles to be used by physically challenged people that can be approved by state governments. While granting this power, the Union government has also brought in clear guidelines on how these changes can be made, who can make them and a stringent set of guidelines for approvals. These vehicles will also bear the insignia (see logo) to indicate that the owner of the vehicle is a physically challenged person. Changes mandated by this notification include shifting of leg controls (like gear and brakes) to hand control as well as either hand-start or electric start to make driving easier for the physically challenged people. Two more features will also be added to the vehicle, such as the 'intentional locking mechanism' that will help the person alight the vehicle without the risk of roll-over and clamping arrangements carrying crutches. The kits for converting regular two-wheelers to those for the physically challenged will be sold only by select manufacturers who will need prior approval from the government after testing for brakes and ability to handle gradation. Only workshops approved for fitment of the kits can make the changes to the vehicle. The approval, according to this notification, will be based on competence, availability of necessary equipment, experience in the relevant field and manpower. Further, different types of disabilities have been now listed which can be given driving licence. Govt decision will bring better mobility for physically challenged In a move that could bring about better and safer mobility for the physically challenged people, the Union government has restored the power to approve retrofitted two-wheelers by state governments under the Motor Vehicles Act. A few years back, this power was withdrawn as it was misused by vehicle owners who made changes to the two-wheelers, altering the fundamental safety features built in by two-wheeler manufacturers. The Ministry of Shipping, Road Transport and Highways, in a notification issued last week, has granted exemption from alternation in motorcycles to be used by physically challenged people that can be approved by state governments. While granting this power, the Union government has also brought in clear guidelines on how these changes can be made, who can make them and a stringent set of guidelines for approvals. These vehicles will also bear the insignia (see logo) to indicate that the owner of the vehicle is a physically challenged person. Changes mandated by this notification include shifting of leg controls (like gear and brakes) to hand control as well as either hand-start or electric start to make driving easier for the physically challenged people. Two more features will also be added to the vehicle, such as the intentional locking mechanism that will help the person alight the vehicle without the risk of roll-over and clamping arrangements carrying crutches. The kits for converting regular two-wheelers to those for the physically challenged will be sold only by select manufacturers who will need prior approval from the government after testing for brakes and ability to handle gradation. Only workshops approved for fitment of the kits can make the changes to the vehicle. The approval, according to this notification, will be based on competence, availability of necessary equipment, experience in the relevant field and manpower. Further, different types of disabilities have been now listed which can be given driving licence. Come on guise, Let's be realistic: Freedom scientific or any other software wender is certainly not going to individually monitor to see who owns each individual computers. Moreover the person who actually gets the software in his/her name can make a claim that he/she is the actual owner of all these three computers and no software wender can contest such claim since any individual can transfer the ownership of movable properties like computer to another individual. I think it is not legal because a single license means right to use the software for a single person, sharing a single license software between 2 or more persons and installing on more than one pc may not be considered legal. right? If that can be considered legal, then how nice the thing would be as any one person can by the software and distribute it between all the blind users on the globe. Dear Amit: There is an organisation called International Agency for Rehabilitation (IAR-India) in Bangalore who are doing small time match making amongst persons with disability and also between able bodied persons and PWDs. I heard there are a lot of stumbling blocks. Though there is a great deal of interest amongst PWD's to start their families, women with disability in particular have problems in deciding their own life partners. They are often controlled by their family who reject their choices and impose their own on them. This is predominantly the case among middle and lower middle class PWD women. The other issue is getting the women their share of the family property which is usually denied to them (even if they marry the groom chosen by their family elders). As for PWD men, almost all of them prefer to marry able bodied women though only a few manage to find a suitable bride for themselves. In such cases, the girls are usually from extremely poor families who agree for the marriage mainly out of economic compulsions. IN my opinion, online match making services are certainly beyond the reach of several middle and lower middle class PWDs of both sexes. [AI] Is marriage portal required for the disabled?
Dear friends, Do you consider the fact that getting a life partner for a Visually Impaired person is yet another challenge to be faced? Many people in my network and personally I do think that there should be a dedicated marriage portal for persons with disabilities in order to choose a marriage partner in easy way. There are some sites like bharatmatrimoni.com and shaadi.com where the option is given for persons with disabilities under the link: special cases but various kind of disability is not been classified or defined in a proper manner by the site's officials. Creating a marriage doorway dedicated to persons with disabilities is not an easy task for various technical and non-technical aspects, however, collective efforts by a few people or any NGO can make it happened! I just wanted to know the opinion of the members whether something can be done in this direction. I know Mamta over the years and can vouch that she is not the type of person who will make false claims to hogthe the limelight or take credit which is not due to her.Mamta is ambitious but she is too decent and well cultured and definately will not stoop to a low level and stake false claims. I spoke to my daughter who has done Journalism and is in the media and has also worked for some time in Star TV. She was not surprised at all and told me that "the reporters write for sensationlism and all that they want to write is to catch the attention of the readers.They thrive in gossips and lies and should not be taken always seriousley". I appeal to Ashish and Mamta to forget whatever has happened due to the improbity of an irresponsible journalist.I further request Ashish and Mamta to continue their noble work to our community.
