Chinese handsets set to freeze in UP

Cell phones made in China are cheap, loaded with software and look
smart. But if you own one and live in Uttar Pradesh, perhaps it's time
to look for a
not-made-in-China handset if you wish to remain connected. In keeping
with a Union Home Ministry alert, the police have asked mobile service
providers
to 'freeze' all Chinese handsets as they pose a security risk.

Handsets made in China lack a major component: They do not have an
International Mobile Equipment Identity (IMEI). Hence, they cannot be
tracked on the
cellular network and their users can escape detection. This is the
reason why security agencies have expressed serious concerns. In the
aftermath of the
Mumbai terror attack, the objections raised by the security agencies
have grown louder.

In layman's terms, whenever a call is made from a cell phone, the IMEI
number of the handset is flashed on the switch of the service provider
and enables
it to detect the type of instrument and track the user. But if a call
is made from a handset without an IMEI, this is not possible.

Intelligence operatives and police officials in States that face a
serious threat of terror attacks are alarmed by the possibility of
terrorists planning
and executing an operation using such handsets. More so in Uttar
Pradesh, which has suffered terrorist strikes and is known to have
sleeper cells, apart
from being a safe transit route for terrorists.

State DGP Vikram Singh has asked mobile service providers to 'freeze'
Chinese cell phone handsets without an IMEI. Describing it as a
mandatory requirement
for handsets and operating mobiles, the DGP has written to all service
providers and district police chiefs, pointing out that despite clear
instructions
from the Ministry of Telecommunications and Information Technology on
stopping the operation of such sets, concrete measures were yet to be
taken. He has
sought immediate action.

The DGP said anti-national elements and criminals using such handsets
could pose a serious threat to internal security. The handsets pose
serious problems
for law-enforcing agencies since they are very difficult to track.

In view of these factors and the threat of terrorist strikes, the DGP
has asked service providers to strictly follow the guidelines laid
down by the Ministry.
Stern action will be taken against those operators who do not 'freeze'
mobile handsets without IMEI.

Singh has also asked police officers to prepare a list of service
providers found not following the guidelines so that a recommendation
to initiate legal
proceedings against them could be sent to the Ministry concerned.

A senior official of a private mobile service provider confirmed that
an order had been served on all service providers operating in the
State. All the
calls that are made on a mobile phone pass through a system, called
switch, which helps track the caller and the handset's location. We
can freeze a set
and block the number being used by a handset without an IMEI. The
nation's security is paramount and we are all in favour of helping the
police and intelligence
agencies. We will start the freezing Chinese handsets after a final
consultation, he added.

I would suggest you, not to go for N72 as talks does not speak while you are

New York (IANS): The explosion of text messaging, usually in English, threatens 
the survival of many languages. But with the right technology, the humble
mobile phone can actually be a powerful tool to save them - and it makes 
business sense too. 

With linguists fearing that half the world's languages will disappear in the 
near future, many language advocates are pushing to make more written languages
available on cellphones, the Wall Street Journal has reported. 

At least 200 languages have enough speakers to justify development of cellphone 
text systems, says Laura Welcher, director of the Rosetta Project of San
Francisco's Long Now Foundation, which was established to creatively foster 
long-term thinking and responsibility in the framework of the next 10,000
years. 

Technology empowers the poorest people, she told the Journal. 

Enabling a mobile phone set for a language, however, involves more than just 
printing letters on the number keys. 

Keying in the message is cumbersome on a 12-key handset, requiring multiple 
taps on keys to select some letters. It is even harder in languages with more
than the 26 letters of English. 

In Hindi, spoken by 40 percent of India's billion-plus population, texting 
Namaste can take 21 key presses as the language has 11 vowels and 34 
consonants.


That is where the role of predictive text, a user-friendly technology that 
reduces the number of key taps necessary to type in a word when using a limited
keypad, comes into play. 

Typing Namaste with predictive text takes just six key taps. 

Nuance Corp. of Burlington, Massachusetts, which dominates the predictive text 
market, says that in 2006, cellphone users in India with predictive text
in their handsets averaged 70 messages a week; those without it averaged 18. 

The majority of users activate predictive text capability on their phones 
because, according to calculations by Nuance unit Tegic Corp., it is 30 percent
faster than using the traditional method of hitting the 2 key once for a, 
twice for b or three times for c with a Roman alphabet. 

Michael Cahill, linguistics coordinator for SIL International, a Dallas-based 
organisation working to preserve languages, said there are cases where texting
is helping to preserve languages by encouraging young people to write in their 
native tongue. 

Native-language boosters in Ireland and Britain have successfully pushed for 
development of the Gaelic and Welsh languages on mobile phones for texting
so they remain relevant for youngsters, the Journal said. 

Breandan Mac Craith, marketing director for Dublin-based Foras na Gaeilge, 
which promotes Gaelic, said: It's extremely important that language isn't 
something
that's only in books. 

In 2006, Foras began working to develop texting software for the Irish language 
with market leader Tegic. Once the software was available, Foras started
pushing service providers and handset makers to install it on their phones. 

Last year, Samsung Corp., trying to steal a march on market leader Nokia Corp., 
added an Irish-language handset to its line, the Journal noted. 

In other parts of the world, language text capability of mobile phones can be 
crucial to economic development and helping people who don't speak or read
English buy and sell goods. 

Indian mobile telephone service operators offer at least 12 of the nation's 22 
official languages, and Tegic says it is working to add Kashmiri to the list.


Christy Wyatt, vice president of software at handset manufacturer Motorola 
Corp, said: Predictive text is one of the technologies that has opened up the
handset. 

Companies that develop predictive text say they have created cellphone software 
for fewer than 80 of the world's 6,912 languages catalogued by SIL 
International.


Obviously, a lot more requires to be done.

adistribution of linux. ubuntu has a screen reader in it called Orca.  as 
orca is in its developing stage, it is not as perfect as jaws, true. but 
it has its own advantages. it is an open source free software and so we 
need not pay a single paise for it. it is virus-free. as it is an in-built 
screen reader, we will get speech support even at the installation stage. 
further, the orca developing team is always ready to perfect it if users 
like us are willing to bring to their notice the problems we encounter 
while using orca. besides, the software experts among us are perfectly 
free to participate in this act of perfecting orca.

Hi Rajesh,

I agree with Geetha. In fact if you compare loadstone with other GPS 
softwares, it does not require GPRS connection to update your location. So 
all you need is an S60 cellphone with loadstone installed and a GPS receiver 
either external or internal. I heard that the internal ones are not as good 
as the external ones. You of course need to download points from the point 
share web sight and they don't have much on India. Another great feature is 
that it can recognize your cell network if you label it and it tells you 
when you enter/exit a particular cell network. So for those who cannot 
afford the GPS receiver, it can still be useful to get some idea about your 
present location.

The cell phone connects to the GPS receiver via bluetooth. It is the GPS

navigations. The best feature as pointed out by someone is that you can 
create checkpoints for virtually any surface on the earth. It means that

I have both an external bluetooth receiver (Holux M1000) and an internal
receiver in my Nokia N82. I can confirm that at this point of time, an
external receiver is much better. Internal receivers take a lot of time to
obtain a fix. Further, when you are travelling in a car or a bus, keeping
the phone in your pocket effects the accuracy of the GPS data drastically.

Generally speaking, WFA seems to work best on 3rd edition phones. 6630 is
quite an old model and I heard Talks doesn't read certain views in WFA on
2nd generation phones.
