Hello,

If it is a scanned pdf file, jaws will not detect the characters and 
consider it as an empty document. Ask somebody sighted to make sure. Most 
probably, the text is all right on the screen. The only problem is that it 
is a photo of the text. In that case you have to use a programme like fine 
reader to convert the scanned pdf document into a word file.

 Dear all,

Yes, I also join to congratulate Veenaji in this success that all EVMs will
have braille information in Punjab. However, at the same, there are few
pointers in the news coverage which I believe can not be just ignored. As
per survey of Election Commission out of 1.7 lakhs VI voters only 152 know
braille.

Even if this figure is highly incorrect and many were not taken in to
account, we in the sector know that there is a large segment in our visually
disabled brethren who do not know braille.

And how do we ensure their rights to vote with privacy and independence is a
big question that poses a challenge before us. This segment includes elderly
blind, late blind, many those who are very IT friendly and don't feel the
need to learn braille. How can we make EVMs to be usable for them without
compromising on privacy  independence!

This is an area which needs attention to find answers to include the left
out to not only strengthen democracy but also allow equal participation of
all Indians who are experiencing disabilities.

I doubt RBI will redesign and mint those coins again; nor they will withdraw 
the already circulated coins.  What seems to me the right way is, before 
introducing any public utility such as new constructions, introducing new coins 
or notes etc.   the concerned Department/agency should assure people with 
different needs about the usability of new public utility.   In India, though 
we have a disability commission, a Ministry which deals with disability issues 
and hundreds of disability organisations, none of them tried to lobby for 
mandatory accesibility.  One blame which we often face is that accessibility 
costs too much to the government exchequer which is not true in many cases if 
little care is taken in advance.  I remember, When Euro was introduced, Blind 
organisations complained about accessibility and, immediately EU withdrew the 
currency and redesigned billions of coins and notes which complied with 
accessibility standards.  If I am not wrong, many people also expressed their 
concern over 2 and 5 rupee coins.  It is entirely different issue by habit, now 
most people can easily identify these coins by touch.

 There is a need to stop this arbitrary changing of size shape and 
 dimension of the coins. Dexterity is an important characteristic of good 
 coin design. When there is sufficient scope of making the coins accessible 
 then it is necessary to press for it.

Be cautious swine flu is spreading rapidly.
What is swine flu? 

Swine flu normally infects pigs. The virus has crossed over to humans before, 
but previous outbreaks have been small and short-lived. The latest strain is a 
mixture of pig, avian and human virus. Health officials are concerned that the 
new strain could cause a wave of infections around the world. 

How do humans catch it? 

The disease was initially spread by infected pigs, but it spreads between 
humans in the same way as normal flu, through coughs and sneezes and by 
touching surfaces contaminated with the virus and then touching the nose 
ormouth. 

What are the symptoms? 

Feverish illness, sore throat, headache, tiredness and muscle aches. Some 
people have reported diarrhoea and vomiting. In young children, warning signs 
include fast or troubled breathing, a bluish skin tone and irritability. 

What should I do if I think I'm infected? 

If you have recently returned from Mexico, the US or another country affected 
by swine flu, monitor your health for seven days. If you develop flu symptoms, 
stay at home and phone your doctor. You may need tests. Until you have your 
results, avoid contact with other people and take precautions. Cover your nose 
and mouth when you cough or sneeze using tissues and dispose of them 
immediately. Wash hands regularly with soap andwater. Clean surfaces such as 
door handles. 

How can I protect myself? 

Follow the hygiene precautions above and keep away from sick people. Standard 
surgical masks offer some protection, but the most effective are called N-95 
masks, which can keep out small infectious viruses. 

What treatments are there? 

The virus can be treated with Tamiflu (oseltamivir) and Relenza (zanamivir). 
Both block the viruses' ability to replicate in the body. The drugs should be 
given within two days to be most effective. The WHO yesterday (27APR)ordered 
the production of a vaccine to combat the swine flu virus.

the death toll climbed in Mexico and the number of suspected cases there and
in the United States nearly doubled. The World Health Organization raised its 
alert level but stopped short of declaring a global emergency.

The United States advised Americans against most travel to Mexico and ordered 
stepped up border checks in neighboring states. The European Union health
commissioner advised Europeans to avoid nonessential travel both to Mexico and 
parts of the United States.

The virus poses a potentially grave new threat to the U.S. economy, which was 
showing tentative early signs of a recovery. A widespread outbreak could batter
tourism, food and transportation industries, deepening the recession in the 
U.S. and possibly worldwide.

While the total cases were still measured in hundreds, not thousands, Mexican 
Health Secretary Jose Angel Cordova said the epidemic was entering an extremely
dangerous phase, with the number of people infected mushrooming even as 
authorities desperately ramped up defenses.

We are in the most critical moment of the epidemic. The number of cases will 
keep rising, so we have to reinforce preventative measures, Cordova said
at a news conference.

The WHO raised the alert level to Phase 4, meaning there is sustained 
human-to-human transmission of the virus causing outbreaks in at least one 
country.

Its alert system was revised after bird flu in Asia began to spread in 2004, 
and Monday was the first time it was raised above Phase 3.

At this time, containment is not a feasible option, as the virus has already 
spread to several other countries, said WHO Assistant Director-General Keiji
Fukuda.

Putting an alert at Phases 4 or 5 signals that the virus is becoming 
increasingly adept at spreading among humans. That move could lead governments 
to set
trade, travel and other restrictions aimed at limiting its spread.

Phase 6 is for a full-blown pandemic, characterized by outbreaks in at least 
two regions of the world.

It could take 4-6 months before the first batch of vaccines are available to 
fight the virus, WHO officials said.

Russia, Hong Kong and Taiwan said they would quarantine visitors showing 
symptoms of the virus amid global fears of a pandemic, an epidemic spread over
a large area, either a region or worldwide.

President Barack Obama said the outbreak was reason for concern, but not yet a 
cause for alarm.

Dr. Richard Besser, acting director of the Centers for Disease Control and 
Prevention, said that so far the virus in the United States seems less severe
than in Mexico. Only one person has been hospitalized in the U.S.

I wouldn't be overly reassured by that, Besser told reporters at CDC 
headquarters in Atlanta, raising the possibility of more severe cases in the 
United
States.

We are taking it seriously and acting aggressively, Besser said. Until the 
outbreak has progressed, you really don't know what it's going to do.

U.S. customs officials began checking people entering U.S. territory. Millions 
of doses of flu-fighting medications from a federal stockpile were on their
way to states, with priority given to the five already affected and to border 
states. Federal agencies were conferring with state and international 
governments.

We want to make sure that we have equipment where it needs to be, people where 
they need to be and, most important, information shared at all levels,
said Janet Napolitano, head of the Homeland Security Department.

We are proceeding as if we are preparatory to a full pandemic, Napolitano 
said.

She said travel warnings for trips to Mexico would remain in place as long as 
swine flu is detected.

Mexico canceled school at all levels nationwide until May 6, and the Mexico 
City government said it was considering a complete shutdown, including all 
public
transportation, if the death toll keeps rising. Labor Secretary Javier Lozano 
Alarcon said employers should isolate anyone showing up for work with fever,
cough, sore throat or other signs of the flu.

Even some of Mexico's most treasured national holidays were affected by the 
swine flu alert.

Sydney (IANS): The first clinical test of a bionic eye is likely within two 
years and commercialisation within five, according to researchers. 

A bionic eye is a form of neural prosthesis (artificial extensions of body) 
intended to partially restore lost vision or amplify existing vision. 

Director of Bionic Vision Australia Anthony Burkitt, also professor at the 
University of Melbourne (U-M), welcomed the announcement and says a $50 million
(Australian) funding boost will place Australia at the forefront of development 
in the bionic eye. 

It is almost three decades since a team at U-M developed the bionic ear, and 
Burkitt said a similar multidisciplinary approach - using biomedical engineers,
clinical experts and neuroscientists from Vision Australia - will have similar 
success in the development of a retinal implant, said a release. 

Head of the Macular Research Unit at the Centre for Eye Research Australia, 
Robyn Guymer said the boost in funding will increase chances of delivering a
bionic eye with such high resolution that it does more than simply 
differentiate between shadows and large objects, as current bionic eyes enable. 

We are hopeful that with this funding we could provide a much higher quality 
of life to people with severe visual loss, she said.

Ok, onto the next trick.

Open the VBA editor and run the following macro.

Sub FindBars()
   Dim cb As CommandBar
   For Each cb In Application.CommandBars

   Next
End Sub

What this macro does is to step through every one of the command bars and, 
if they are floating and visible, sets them back in their default 
position.

Hello Roopakshi,

It's not working. One of our members, Rajesh Singha, helped
me over phone yesterday to repair the problem with sighted
help. But I have to do it each time focus returns to ms
word.

According to his advice, the mouse pointer was placed on
the floating menu bar. Then it was slowly moved towards the
border which turned the pointer into a double-headed arrow.
Then holding the left button down, the menu bar was dragged
to the right place. It corrected the problem, but whenever I
closed ms word, or switched focus to another application
using alt+tab, the menu bar went back to the floating
position.

I hope, I have explained the process I followed. Maybe I
missed something which could have fixed the problem.

The /a switch triggers Word to make some repairs to
itself.

Hi,

I am surprised at the amount of misinformation on this list. As others have
said, you have 2 options. In terms of screen readers, the only one that is
currently available is the soon to be released orator from humanware.

The other option that you can use assuming you have a nokia phone is to use
the nokia blackberry client. I believe this is a free download.

Try change the setting from Verbosity option using CTRL + Insert + V. As
far as I know, Insert + V is used for a temporary setting.

Hello Access Indians,

I come across a distinctive setback when
visiting the web pages that are build on automatic page refresh within
30 seconds such as indiainfolines, cricketnext, etc.  My set back is
that I am not able to read endlessly.  The automatic page refresh
interrupts the JAWS voice at the refresh time and the curser moves
away from the reading point.  I tried adjusting JAWS options through
insert plus V where I placed page refresh automatically off, but still
I am observing the same trouble.

Could any one come up with positive response that might be handy to
work out my problem?
