first of all I want to congratulate you on your success in achieving such 
abrilliant career. 

while thinking about the choice of your stream, I found no reason for which the 
school doesn't want accept you as parmanent. is it because of your visual 
problem or something else related the rules of the recruitment board? I think 
there is no question about your competency because you are teaching in that 
school for one year.  moreover since you are ready to compete with the sited 
persons, I think if you get selectedyou can convince the authority by showing 
your teaching experience. one more thing even if there is no opportunity for 
the VI persons to get teaching job  in Tamilnadu, why aren't you trying outside?

regarding the IT field, it's highly possible for you to get a job because the 
screenreader softwares work very well with the fields you have mentioned you 
are comfortable with.

Since you are in Bangalore, haven't you talked to Enable India? as far as I 
know, they are the 2nd best judge to decide which field will be better and 
convenient for you. they even helpwith various specialised training for the 
field suitable for you if needed.

Now the Ministry of HRD, Govt. of India has indicated that what best they
can do to include Children with Disabilities in the RTE Act  2009 is by
including them under the Definition of "Disadvantaged Children". And that 
is

their bit.

Any thing further is not their cup of tea and Ministry of Social Justice
should do something to amend the Persons with disabilities Act. There can
not be any thing worse than this. The fact is that the children with
disabilities are no one's babies when it comes to inclusion and equal
rights.

Isn't it simple that Ministry of HRD being the nodal ministry for 
Education

should also deal with education of children with disability? I fail to
understand as to how education of children with disabilities becomes a
welfare issue? This needs to stop right now and the RTE bill needs to be
amended conclusively to provide for all support, special educators,
therapists,  reasonable accommodation and inclusive schools based on
universal design. Nothing less than that is going to be acceptable to us!

There is good news that Delhi Government is changing the Recruitment Rules
of the Teachers to include Recruitment Rules for Special Educators and
related matters after the recent Delhi High Court judgement in Social
Jurists PIL. However, the situation in other states is pathetic and grave.

The Education for All "सर्व शिक्षा अभियान" has actually failed to cater to
the needs of children with disabilities in an inclusive set up. It is
impossible to include children in the mainstream without proper 
preparation

of teachers, infrastructure and support systems. Also only appointment of
two Special Educators per school in the National Capital Territory Region
will not serve the larger needs and the states have to take proactive
measures to address the issue. Till today, there is no talk of 
developmental

therapists, speech therapists, mobility trainers and other rehabilitation
professional being included as a part of mainstream schools which are
otherwise a necessary part of Special schools run by NGOs.

The First Country Report on action taken by Indian Government on UNCRPD is
due in May 2010. The Union Government has sought reports from States as 
what

actions they have taken in these areas and I received a frantic call from
one leading State NGO from one of the states asking that the State Welfare
department is asking about UNCRPD and what is that Government is required 
to

do in light of this. I was taken aback but this is sadly the truth! Many
departments in state governments are not even aware or have taken no pains
to even open the convention document that Union Government might have sent
to them.

In such situation, there is an urgent and calling need for the NGOs and 
the

DPOs to act as monitors and get the systems working. On its own, nothing
would happen and we need to show the road to the implementing agencies and
the Governments. Its our cause and we can't wait for it to happen on its
own, at the whims and fancies of State. The Persons with Disabilities Act 
is

a live testimony to this which has not been fully implemented even after
nearly one and a half decade of its being passed by the Parliament of 
India.


I see a new role for the NGOs - that of  "Facilitators of Change" and
"Advocacy Organisations" and "Resource Centres" to guide the Government
rather than merely restricting themselves to the role of a Service 
Provider.


Its when you get engaged in Providing Service, you have no time or energy
left to act as Resource Centre or advocacy organisation and also you keep
chasing the grant applications to the Government to run the schools and
other services. And that is what precisely the Government want you to 
remain

engaged in!

We have to understand that education of children with disability is a
fundamental right of the children which the Government is bound to provide
for in terms of  systems, infrastructure and finance. Thus there is no 
point
in NGOs seeking grants which are often very subjective and do not cover 
even

the 50% of the expenses if rightfully done. I had taken up few cases for
NGOs where the workers of the NGOs went against their employers in
the Labour Courts seeking minimum wages and what I learnt from NGOs was 
that

the grant that comes for a helper is merely 2000 Rupees which is far less
than the minimum wage of an unskilled worker in Delhi. The matters are
pending in High Court where Grant making Ministries have been impleaded as
necessary parties for proper adjudication of the case! And I am well aware
what is going to be the outcome of such petition!

Yes, but I have noticed that the title of the live score card is not 
updated in tandem with actual score.
More often than not, it remains the initial score which was there when you 
logged on to the live score card.

[AI] Problem while composing a mail in G mail

Hi friends,

When we compose a mail in gmail, while writing the recipient's mail
ID, we can type the first few letters and the mail ID would appear on
it's own.  But when I'm doing this and sending the mail, the recipient
is not receiving the mail though it is there in my sent folder.  But
if I type the whole ID of the recipient, it is going to his in box.

Any guidance as to why it is happening?  I'm using IE 8.

first UN human rights convention that allows regional organizations to accede.

Commemorating the International Day of Persons with Disabilities 2009

a. UN Headquarters
The Secretary-General opened the International Day of Persons with Disabilities 
(IDPD) and announced the newest United Nations Messenger of Peace, Mr. Stevie 
Wonder, an international celebrity and blind person who will advocate for the 
rights of persons with disabilities. The World Bank was connected via a live 
video conference and the statement from the President of the World Bank, Mr. 
Robert B. Zoellick, was read. The Day’s event continued with a panel discussion 
on the theme of the Day “Making the Millennium Development Goals (MDGs) 
disability-inclusive: Empowerment of persons with disabilities and their 
communities around the world”. During the afternoon, presentations by the 
Disability Commissioner of the Office of the Mayor of the City of New York and 
a representative of the New York State Bar Association were followed by a 
disability film festival in which four disability-related films were screened.

patterns and trends for researchers. 





This edition of Netspeak features a few open source tools that facilitate the 
research process with special reference to the free statistical software 'R'.

As mentioned in the past (

offers a wide range of tools for researchers. 

A researcher needs to find relevant information, communicate/collaborate with 
fellow researchers, disseminate his findings and the like. We know that several 
on-line tools/services are in place for accomplishing these research tasks with 
ease.

Unlike in the past, the advantage of doing research now is the availability of 
free/open source tools. Open source packages like Abiword 
(http://www.abisource. com/) and Open Office Writer ( 
http://www.openoffice.org/) enable a researcher to compose his/her research 
work. The browser Firefox has several extensions that can beef up the 
researcher. The extension Zotero (http: //www.hindu. com/2006/11/27/ 
stories/2006112700351600. htm), an open source tool meant for building a 
bibliography with ease is an instance of such extensions. 

In this regard, one may also check out Jabref (http://jabref.sourceforge.net/), 
yet another open source reference manager.

Compose notes inside Firefox 


Note taking is an essential task while doing research using the Net. For this, 
one has several options: one can use a text editor like Notepad or enlist the 
service of an on-line editing service. Now, if you are a Firefox user, here is 
another option - use an extension that integrates a note editor with browser. 
For this, install the extension 'QuickFox Notes' 
(https://addons.mozilla.org/en-US/ firefox/addon/13572/), which lets you create 
notes on multiple tabs. 

A note created thus can easily be saved as a text file (using the 'Transfer' 
feature).

Well-nigh all aspects of our life are getting computerised. A consequence of 
this widespread computerisation is the generation of a variety of digital 
databases. 

Any research process (business/scientific) nowadays involves data analysis and 
the application of statistics. 

Even outfits such as Google and Facebook enlist the extensive service of 
statistical tools. 

These on-line services generate huge databases and use statistical tools to 
extract patterns and trends from them. For instance, Facebook (as expressed by 
a Facebook data team member in this video:

to analyse user behaviour - like finding the user characteristics that 
significantly predict if a user will continue to stay.

Statistical packages 


To make statistical computing a less cumbersome affair several statistical 
packages (like SPSS, Stata and Systat) are in place. 

Even a spreadsheet package like MS-Excel has several built-in functions meant 
for statistical computations. 

Of course, lots of on-line resources that enable you to learn these packages 
are also available (like this link that hosts links to SPSS tutorial videos: 
http://calcnet. mth. cmich.edu /org /spss/toc. htm). Though commercial 
statistical packages are popular among researchers, their licensing costs drive 
people away from them. In this context, R ( http://www.r-project.org/), the 
open source/free statistical package, which is fast becoming the darling of 
researchers/analysts, assumes significance. The great advantage of R is that it 
can be downloaded and installed on your machine without any licensing worries. 
Yet another advantage of R is that one can run it on multiple platforms such as 
Linux, Mac and Windows. Naturally, this adds to the autonomy of a researcher. 

Unlike in the past, students of this generation prefer different operating 
systems to be run on their laptops. 

In a classroom setting of this kind, teaching statistics with commercial 
packages becomes quite unwieldy - all cannot afford to purchase software for 
different platforms. In this regard, commercial packages pale in comparison 
with R, which has no such restrictions.

Besides being free, the advantage of this statistical software is its 
"extensibility" feature. R allows its users to enhance its functionality by 
creating new functions (this is similar to the extensions we find in Firefox).

One drawback of R is its steep learning curve. However, you can smoothen out 
the learning process by going through the plethora of R-related tutorial

I use E 62. It also uses a computer key board with the exception that 
number keys are also on it. Centre key with a mark on it corresponds 
to G or 5. You have to start either from left, or right or from the 
centre key to identify the keys. Extreme left and right keys in
the bottom line are talk keys. If you press talk, and then press G, 
you will get 5. Similarly, r corresponds to 1, t to 2, y to 3, f to 
4, h to 6, v to 7, b to 8, n to 9 and m to 0.
You can yourself see the use of talks keys and edit keys (adjacent to 
talks) with other keys. Edit key is used to get the capital letters.

Hi,

Try this:

1.  Select your table. Make sure that no part of the document is selected 
by deselecting the extra space using the Left Arrow key. You will know when you 
have deselected a part of the table.
2.  Press the “Convert to Text” button under the Data group box on the 
Layout tab. When a document contains a table, 2 additional tabs –the Design tab 
and the Layout tab- are automatically added to the ribbon. You can reach the 
Layout tab by arrowing sideways within the ribbon. Note that this is different 
from the Page Layout tab.
The “Convert to Text” button can be reached by tabbing through the options in 
the Layout tab.
3.  The Convert Table to Text dialog box appears where you can make the 
selection regarding which text separators to use.
4.  Press OK and you are done.

You haven’t mentioned the version of your Office. 
In 2007 as well as 2003, one can identify duplicate entries through conditional 
formatting. But the duplicate items found through this method are highlighted 
with a color of your choice, which won’t be of much help. 
The other way is to Sort the column in a way that the duplicate entries come 
together.
If you are interested, I’ll explain how to Sort data later.

You could perhaps only be interested in removing the duplicate entries?
