Dear Sirs,
Providing Banking Facilities to Visually Impaired Persons
We refer to our circular No.CIR/RB/1230 dated February 4, 2006 enclosing
procedural guidelines on the captioned subject. Subsequent to which, we have
received several representations from visually impaired persons regarding 
the

facilities and services being provided by banks and the ground level
difficulties being faced by them. As you are aware, procedural guidelines 
were
issued in the context of the order dated September 5, 2005 passed by the 
Court

of Chief Commissioner for Persons with Disabilities, New Delhi regarding
facilities to be provided to visually impaired persons.
Following complaints from Visually Impaired Persons, the Commissioner for
Persons with Disabilities had again issued an advisory to the Finance 
Ministry

and the Reserve Bank of India (RBI) in May 2008 to take necessary steps to
ensure that visually impaired persons are not denied normal banking 
facilities.
Subsequently, the RBI, vide circular DBOD.No.Leg BC.91/09.07.005/2007-08 
dated
4th June 2008 advised banks that all banks must render the same services to 
a
visually impaired person as it would to any other person without 
discrimination.

The Circular stated that the banks, must provide the visually impaired with
every facility viz., cheque Book facility, ATM facility, net banking 
facility,

locker facility, retail loans, credit cards etc.
Following the above RBI circular, we had examined the need to revise the
procedural guidelines issued in February 2006 in consultation with IBA
Sub-committee on Customer Service and Customer Rights. We also had 
interactions
with a Mumbai based voluntary organization working for the welfare of 
Impaired

persons. The interactions indicated that technology innovation in the recent
years had greatly empowered visually impaired persons in leading a normal 
life.
Technology applications such as screen readers for computers and mobile 
phones,
which are being used by the visually impaired persons for online/net 
banking,

were demonstrated to us. Visually impaired persons can read and understand
printed documents etc. by first scanning them and then getting them read out 
by

the screen reader.
Further, we have seen demonstration of finger print technology being 
developed
by software firm which would enable banks to store thumb impression of 
visually
impaired persons in place of signature in their system. Cheques 
authenticated by

them with thumb impression can be scanned and the image compared with that
stored in the system to honor the cheque. It is suggested that when this
technology is fully developed and made available in the market, banks should
consider integrating it with their core banking platform so that cheque book
facility can be extended to a larger segment of visually impaired persons.
Our attention was also drawn to the United Nations Convention on the Rights 
of

Persons with Disabilities, which clearly commits to rights of persons with
disability and their access to services. Article 9 of the Convention enables
persons with disabilities to live independently and participate fully in all
aspects of life and also gives them access to facilities and services open 
or
provided to the public, both in urban and rural areas. Additionally, Article 
12
states " Parties shall take all appropriate and effective measures to ensure 
the
equal right of persons with disabilities to own or inherit property, to 
control
their own financial affairs and to have equal access to bank loans, 
mortgages

and other forms of financial credit, and shall ensure that persons with
disabilities are not arbitrarily deprived of their property."
It is expected that the guidelines issued by the RBI would result in an 
increase

in the number of ATM cards issued to visually impaired persons. This would
enhance the case for installation of talking ATMs to facilitate hassle free
operations by visually impaired persons. Banks are requested to consider
installing talking ATMs wherever feasible.
Keeping in view the above, we have revised the procedural guidelines for
providing banking facilities to visually impaired persons, copy of which is
enclosed. While finalizing the document the Sub-Committee took into
consideration that request for ATM facilities, online banking facilities 
etc.,

would come only from visually impaired persons who are capable of using the
applications. Members are requested to kindly consider the revised 
procedural

guidelines and issue necessary instructions to the operating staff.

It is an oracle problem as i see it.

First goto "X:\Program Files\Oracle" -> find and run Universal Uninstaller

OR

*Search and Delete all Oracle entries in the registry and then delete
"X:\Program Files\Oracle"

Please perform the below given steps and check what happens.

Download memtest (search google) and check your ram first.

Try reparing your win xp by putting the xp cd in the cd rom and
running the command
"sfc /scannow" in command prompt.

try going back to an earlier date with system restore.

One more information.

The cause for this issue is: the Oracle software got crashed.
Now you have to remove Oracle completely from your PC and reinstall it.

Remove Oracle using using either Universal uninstaller or using Revo
uninstaller.

Or

Search and Delete all Oracle entries in the registry and then delete
"X:\Program Files\Oracle"


HKEY_LOCAL_MACHINE\SOFTWARE\ORACLE

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSeT\Servic

antivirus that I have ever used.

Recently, I have purchased "bitdefender internet security' and I am

When the tab key is pressed or when the Jaws table navigation keys are used, we 
do not hear the column header, but only hear the text under it.



What could be the reason for this?



What are the possible solutions for this?



Do we need to check the options in the Jaws verbosity options (or in the 
configuration manager) and if so, can anybody on the likst list out the 
verbosity options.

(Maharashtra Board). I faced difficulties in some of the experiments
in Physics and Chemistry where I was accompanied with sighted
students. During exams, I was allowed to carry my table lamp to labs
and was asked to perform experiments with sighted help. I also had
Biology in my subject list. An alternative to dissections was a set of
theory questions revolving around dissection. Let me know off-list if
I can help you.

The instructions for downloading the file can be found at this link

I am also summarising the steps for the same here.

1. Visit inclusiveplanet.com and log in by entering your username and
password. Bookbole is now known as Inclusiveplanet.com hence the different
link.

2. Once you have logged in, use the "search inclusive planet" edit box,
where you can type the name of the book you are searching for. If you want
to browse through the collection, then you can go link "files" and look at
the recently shared and most viewed files.  You can also browse by subject,
browse by author, browse by language etc.

3. Once you find the relevant book, against each book there is a download
link. Use the same to download the book. Please ensure that you turn off
your pop up blocker, as a lot of times people have faced problems as the pop
blocker prevents the download from happening.

4. If you cannot find the book, use the request feature to request other
members for the book. I am sure there will be someone who can help you out.

alt +ctrl +insert + c marks the values in a row as column headers
alt + ctrl + insert + r marks the values in a row as row headers.

So, in your case, go to the A1 cell and press alt + ctrl + insert + c and
then when you move from b4 to a4, the value in the cell A1 will be spoken as
the heading in a different pitch before the contents of the A4 cell are
spoken.

apart from this, you can also press the back space key for once on
that point where you don't want to put those bullets or numbers.

based computer.
I don't think it will be good for audio recordings in the long run. you

Go for a netbook if you want portability. if you are not going to carry 
the computer around then you may invest in a laptop which has more 
processing power and storage.
I have recently purchased a Samsung N210 and Samsung N140 for myself. I 
have shifted most of my work to the netbook. Samsung is believed to have 
the best keyboard among the netbooks. N210 is preloaded with Windows 7 
and promises at least 11 hour battery backup. It is available for Rs. 
18500 in Delhi.

You may buy N148 which comes with DOS at Rs. 15000.
All these models have ATOM processor with 160 GB hard disk.

SAN FRANCISCO—The owners of movie theaters could be required to install special 
equipment for patrons with hearing and visual impairments under the Americans 
with Disabilities Act as a result of a federal appeals court ruling that that 
has been hailed as groundbreaking. 


Friday’s decision by the 9th U.S. Circuit Court of Appeals in San Francisco in 
State of Arizona vs. Harkins Amusement Enterprises Inc. et al. largely 
overturned a lower court’s dismissal of the case brought by Frederick 
Lindstrom, who has severe hearing loss, and Larry Wanger who is blind in one 
eye and has poor vision the other. 


Advertisement 

They filed suit alleging Scottsdale, Ariz.-based Harkins Amusement, which 
operates 21 theaters in Arizona, violated the ADA and state law when they could 
not see or hear a movie in 2005 because of their respective disabilities. 


For those with hearing impairments, two out of Harkins Amusement’s 262 theaters 
have open captions on the screen, but it has no theaters with descriptive 
narration for the visually impaired. Another approach for the hearing impaired 
is closed captioning, which uses a device attached to a seat, according to 
court papers. 


A district court held that neither the ADA nor the Arizonans with Disabilities 
Act requires movie theaters “to alter the content of their services.” 


However, a unanimous three-judge appeals court panel disagreed. “Because closed 
captioning and audio descriptions are correctly classified as 'auxiliary aids 
and services’ that a movie theater may be required to provide under the ADA, we 
conclude the district court erred in finding that these services are foreclosed 
as a matter of law,” the appeals court ruled in remanding the case for further 
action. 


The 9th Circuit panel, however, did agree with the lower court that the ADA 
does not require open captioning. 


“Our holding doesn’t necessarily mean that plaintiffs will be entitled to 
closed captioning and descriptive narration in Harkins's theaters,” the appeals 
court ruled. “Harkins may still be able to avail itself of several defenses, 
such as the contention that the devices would fundamentally alter the nature of 
its services or constitute an undue burden.” 


In a statement, Arizona Attorney General Terry Goddard described the decision 
is groundbreaking because this is the first time an appeals court has ruled on 
this issue. 


Steven John Fellman, an attorney with GKG Law P.C., who submitted an amicus 
brief on behalf of the Washington-based National Assn. of Theatre Owners Inc., 
said it costs movie operators about $15,000 per auditorium to install hearing 
and visual aid equipment. 


He said one approach adopted elsewhere has been to require theater owners to 
install the equipment in a limited number, but not necessarily all, of their 
theaters. He said he did not know how many theaters now have this equipment.

John Fithian, president and CEO of the association, said, “While litigation is 
unavoidable and, based on the efforts of the industry, unnecessary, we continue 
to focus our efforts and resources in ways to increase access.” 


An attorney for Harkins Amusement could not be reached for comment.
