that is a worse bug of windows 7. two times i have to format my P.C
for this error. searched a lot and many solutions were found but all
efforts in vain. ironically microsoft suggested me to format when i
posted to them with my genuine license.

NEW DELHI: The Member of Parliament Local Area Development [MPLAD]
scheme is all set to become disabled-friendly.

The Centre has decided to expand the scope of the scheme to allow MPs
to provide assistance to the physically challenged in their
constituencies, up to Rs. 10 lakh a year from their MPLAD fund. The
change will come into effect from June 1.

Announcing this, the Ministry of Statistics and Programme
Implementation, which is in charge of the scheme, said the assistance
would, however, be restricted to purchase of tricycles and artificial
limbs.

Applications for the assistance would be examined and approved by the
Chief Medical Officers of districts concerned. The district
authorities under the District Collectors/ Deputy Commissioners would
be fully involved in the selection of the eligible persons, a Ministry
release said.

A senior Ministry official noted that Minster M.S. Gill was working to
create a wider basket of eligible items under the scheme so that MPs
had a larger choice of projects that could be implemented through
their MPLAD funds.

The Centre recently raised the annual entitlement under the scheme
from Rs. 2 crore to Rs. 5 crore a year for every MP.

A TAP and a flick, and a new world is at your fingertips. Email,
social networks, the digital version of New Scientist: surfing the
web has never been easier thanks to the touchscreen technology built
into the latest smart mobile devices. Proud owners need little excuse
to demonstrate their new darling's superior, sexy features. Touch is
fast, touch is fun - touch is the future.

Yet touch could soon be history, if we are not careful. Today's mobile
touchscreen gadgets, along with all liquid crystal displays, rely on
the unusual properties of a single material - a metallic crossbreed
whose sources could be exhausted within the decade. It is not just our
displays that are under threat. Solar cells and low-power LEDs, both
central planks of a low-carbon energy strategy, could feel the squeeze
too. No surprise, then, that companies and laboratories across the
world are scrambling to find a replacement.

If this is all news to you, chances are you have never heard of the
material causing all the fuss. A mixture of two metallic oxides called
indium tin oxide (ITO), it is the material electronic engineers love
to hate. Its principal component, indium, is a by-product of lead and
zinc mining; it is difficult to come by and expensive. Once through
the factory gates, ITO's brittleness and inflexibility make it a pain
to work with.

And yet it has qualities that make us forgive its defects.
Specifically, it is a rare example of a material that is both
electrically conducting and optically transparent, which means it does
not absorb photons of light.

Absorption occurs when a photon's energy matches that needed to knock
an electron into an excited state. In a metallic conductor, where
there is a free-flowing sea of electrons with many different energy
states, ths almost always happens. Accordingly, almost all metals are
highly absorbing - and entirely opaque.

Not so ITO. It is transparent like glass, but also conducts - not as
much as most metals, to be sure, but enough. That makes it ubiquitous
in modern electronic devices that manipulate light. In flatscreen
televisions, each display pixel is switched on and off by a pair of
transparent ITO electrodes. In thin-film solar cells, the
light-absorbing layer needs an electrode front and back to form a
circuit and so convert sunlight to electricity.

Sexy touch
Touchscreens are just the latest innovation to depend on ITO. Some old
touchscreens do without it, for example using infrared LEDs ranged
around the screen to fire beams that are blocked by a touch. But this
bulky, power-hungry set-up is ill-suited to a small device. The first
mobile touchscreen gadgets came equipped with a stylus and two layers
of ITO separated by a slight gap. Tapping this analogue resistive
screen with the stylus brought the two layers into contact, allowing a
current to pass that the device detected.

The sexy new handset in your pocket exploits the fact that your finger
is conductive to do away even with the stylus. Touching the screen
changes its capacitance at that location, a change picked up by a
single layer of ITO. That innovation was the real breakthrough, says
Lawrence Gasman of analysts NanoMarkets in Glen Allen, Virginia.
Multi-touch really changes the smartphone environment, almost like a
mouse did for computing, he says. Without it to expand the text,
you'd probably go blind trying to read the web on such a small
screen.

But how much longer can we count on the material behind that wonder?
No one is quite sure how much or little indium there is left, says
Thomas Graedel of Yale University, who heads the United Nations
Environment Programme's working group on global metal flows. In
part, that is because it is only a mining by-product and not all mines
go to the trouble of recovering it. The US Geological Survey
estimates that known reserves of indium worldwide amount to some
16,000 tonnes, overwhelmingly in China. Dividing that by the rate at
which we are currently using the stuff suggests those reserves will be
exhausted by 2020.

New sources of indium are almost certain to be found, but they are
unlikely to satisfy the skyrocketing demand for ITO. This year,
according to Gasman's figures, the touchscreen market alone is worth
$1.47 billion, and will balloon to $2.5 billion by 2017. Even if the
exact extent of indium supplies is hazy, ITO is set to become
increasingly rare, and so increasingly expensive. This bald economic
fact - and the fact that China is already curbing exports - is
driving companies to search for alternative, indium-free touchscreen
technologies.

Barring a fundamental shift in technology (see Inside job), the
obvious place to start looking is among chemically similar materials.
One pretender is zinc oxide, which is readily available for a fraction

better - while PC users have found themselves using third-party programs and

works best for our particular needs and to be able to easily access the
tools we
need, when we need them.

1. Minimise all windows

When your desktop becomes so cluttered that you can't find anything, a good
way
to regain focus is to minimise all the windows except the one you're working
on.
Grab the title bar of the window you want to use and shake your mouse a
little.
All other windows will vanish into the Taskbar. Shake again to restore the
windows. Ctrl, Home also works.

2. Use folders in your email client

Letting email accumulate in your inbox makes it difficult to quickly find
important messages. It also increases the odds that you'll overlook a
message
that requires urgent attention. Right-click to delete the junk and file
non-actionable messages into clearly defined folders.

3. Be judicious with email folders

An email folder shouldn't be so narrow of purpose that it's never used, but
neither should it be so broad that it becomes overstuffed with messages -
unless
you use it for archiving. Use a descriptive name and keep it short enough
that
it doesn't require scrolling within the Mail Folders pane. Folders can
usually
be nested, too.

4. Use rules to route messages

When your personal involvement isn't necessary, email rules can save time.
For
example, do newsletters from the same company arrive 10 times a day? Put
them
into a folder for 'later review'. In Outlook, select Tools, Rules and
Alerts.
Other clients have a similar option.

5. Remap the Windows key

If you never use the Windows key or would rather swap its keyboard position
with
another button, download a keyboard remapper. Many cheap or free
applications

Remap to your heart's content, but keep in mind that, since it bypasses

6. Choose your own search engine

Your computer maker probably preset Internet Explorer's default search
engine to
whichever company paid it. Otherwise, it'll be set to Microsoft's liking:
Bing.
Either way, it may not be the best choice.

Change the search default engine by clicking the drop-down arrow in the
top-right corner of the Internet Explorer window (within the search box),
and
click Find More Providers. You won't find Google without a hunt, so type
Google
into the 'Find add-ons...' search box and select the first result, Google
Search
Suggestions. Click 'Add to Internet Explorer' and, at the pop-up, click
'Make

7. Improve Windows Search

If Windows Search isn't finding everything that you know you've saved, check
the
Windows Indexing Options and the locations included in the search index.

If you need to rename several files in Windows Explorer, save time by
selecting
the first file in your list, pressing F2, and typing in the new name. When

Why is it just 2% of the fund? We form about 10% of the population according 
to a report of the WHO.


MP's at times sanctioned fund for building projects of NGO's. Will it be 
restricted to only artificial limbs and aids? Is the government not shirking 
its duty to maintain a separate budget for such aids?


The news was also given special coverage in a Bengali daily in Kolkata. I 
wonder, if the MP's will at all bother about these limbs when the decision 
solely rests on the government officers. He will be satisfied if he is 
invited to distribute the items to the disabled people of his constituency.

NEW DELHI: The Member of Parliament Local Area Development [MPLAD]
scheme is all set to become disabled-friendly.

The Centre has decided to expand the scope of the scheme to allow MPs
to provide assistance to the physically challenged in their
constituencies, up to Rs. 10 lakh a year from their MPLAD fund. The
change will come into effect from June 1.

Announcing this, the Ministry of Statistics and Programme
Implementation, which is in charge of the scheme, said the assistance
would, however, be restricted to purchase of tricycles and artificial
limbs.

Applications for the assistance would be examined and approved by the
Chief Medical Officers of districts concerned. The district
authorities under the District Collectors/ Deputy Commissioners would
be fully involved in the selection of the eligible persons, a Ministry
release said.

A senior Ministry official noted that Minster M.S. Gill was working to
create a wider basket of eligible items under the scheme so that MPs
had a larger choice of projects that could be implemented through
their MPLAD funds.

The Centre recently raised the annual entitlement under the scheme
from Rs. 2 crore to Rs. 5 crore a year for every MP.

E 51 doesn't have an internal GPS reciever. Therefore you must buy an 
external GPS or you must change your hand set to use navigation softwares 
such as loadstone or OV maps.

Thanks for that clarification.

I intend to buy an iPhone once iPhone 5 is out. Meanwhile, I would like to
buy a Nokia phone in order to use Nokia maps, and would appreciate some
recommendations as I am completely out of touch with what is available in
the Nokia market.
I prefer a normal keypad to a qwerty keypad. The phone should ideally be as
sleak as E51 and have 3G and wi-fi connectivity. Any recommendations?

As per the provisions contained in the PwD Act 1995, there shall be 3% of funds 
to be earmarked for the persons with disabilities as a sub plan fund. According 
to which each MP should provide assistance to persons with disabilities up to 
Rs. 15 lakhs from the LOCAL AREA DEVELOPMENT (MPLAD) SCHEME.
Yet another discrimination though there is a mandate as per the provisions of 
the act.
All the members are requested to take up the issue to an appropriate forum.

I would like to bring to attention of some issues which has again thrown up  
and seek members cooperation.

1 Take a moment to think of a Appropriate subject line

2 Change the subject line, if the issue is moving to a new territory.

3 Please don't respond to congratulatory messages on the list, instead drop a 
private mail to the person concerned.

4 Please don't malign anyone on the list.it is certainly not funny for the 
person to endure it needlessly.

5 A big no, no for any illegal file sharing.

6 It is worthwhile investing some time in doing research before putting the 
query to the list.

We are too happy to help you, however, the offer of help should not be taken 
for granted. 

I am so happy friends, to see that all the members of this family conduct 
themselves  on the list with  maturity and understanding.

Small little actions from us, I am sure, would make it a better stay out here.

A blind law-school graduate won a legal victory today in her fight to
take two legal exams with help from assistive software. It’s the
latest in a series of court battles over issues of technology
accessibility.

Stephanie Enyart, who graduated from UCLA School of Law in 2009, tried
to take the Multistate Professional Responsibility Exam and the
Multistate Bar Exam using a computer equipped with read-aloud
software. But the National Conference of Bar Examiners refused to
approve the accommodation. She sued, and a district court ruled that
the conference must let her take the exams with the assistive
software. Today’s decision, by the U.S. Court of Appeals for the Ninth
Circuit, upheld the lower court’s rulings.

Hi Amiyo  Other members of accessibility members.
I am pasting answers with ANS: as symbol.

1. whether I can get Jaws scripts for informatica and other obi
operations if those are not already accessible on windows platform.
ANS: I am not sure how informatica is accessible  no idea about
availability of Jaws scripts.
But I can give surity that OBI is accessible as it is a web based
tools using internet explorer.
PPL can try as Those tools can be downloaded from Oracle's website.

2. for unix platform, I want to know how much will the application be
accessible with orca? and if so, how to get and learn ORCA?

ANS: on Unix nobody ask you to access using GUI if he asks PPL have to
make lot of configurations.
Technically speaking PPL have to configure GNOME desktop  it is not
possible. generally ppl use command line interface on unix remotely
using windows box.
Coming to ORCA it is matured only UBUNTU destribution only  not other
flawers of Linux like redhat  so on.
But learning ORCA is not difficult.
