Mohib, I'm flabbergasted after hearing your sole resentment with
public bodies to sue them in courts.
Better you reflect the terminology 'private' and ponder upon questions
like what is private? organisation/institution which is not
government-undertaking is private? and so called NGOs like NAB, NFB
and others who  claim to cater the needs of members in thousands have
no obligation towards the constitution because they are private? such
narrow interpretation is detrimental for disability movement in India
which is still at a nascent stage.
When in family of two, husband's brutality on his wife is not private,
then how NGO like NAB which has its branches in most parts of India
can claim to be private and go on exploiting and discriminating
persons with blindness?
And I wonder if you understood what I meant to send across in my
previous mail , let me delineate little further.
You must have read legal positivist HLA Hart, Jurisprudence does not
only deal with legal text. And judges apply their own rational faculty
to ensure justice to aggrieved. And judges go beyond legal texts is
palpable by various judgements. remember, pain is invisible, it has no
voice, it can't be expressed in court, it can only be beared and
experienced.  and previous advertisement inflicted psychological
profound pain. Further many disadvantaged people have been benefited
not because of existing laws, but because Judges have applied their
rationality in interpreting laws in better ways. so thatNab on its
website says: "We Help the Blind Help Themselves".
What will the say in Court if this question will be asked? with regard
to add posted previously?
Further they say: "We have also provided our Reports - including the
financial statements; we believe in absolute transparency in terms of
our accounts". But sadly, I didn't find any link which substantiates
this claim.
And what to understand of fundamental rights because Parliament is
still unable to legislate right to food as fundamental right in this
country of million poors who are unable to arrange two times meal a
day. forget about 'breakfast'.
So part 3 or part four hardly matter, unless willpower is there to
facilitate their realisation.

Dear Amar,

I am afraid your last 2 suggestions are almost dangerous. I completely
agree with Harish sir with out even getting in to discussing fair
appointment and subjectivity involved in the expert opinion.

The attempt of any regulations should be to minimise procedures and
manual intervention. And personally, I would rather pay extra premium
upfront than making my nomeny struggle to get my policy benefit after
my death.

On a more constructive note, we can seek clarification from IRDA which
would be applicable to all insurers; as for the time being, no
all-applicable regulation is in place and mentioned judgement may work
only as a precedent.

For a matter fact, I have 3 policies Term policy Jeevan Saral,
Jeevanand and 1 more. I did not have to pay any extra premium to LICI
for my disability. Even for settlement, there’s no different process
for assessment according to my agent.

As things stand, it is advisable for sighted and even disables to go
for LICI policies as settlements are smooth. I have seen it.

Do please count me in if you are thinking of any concrete future action…

Hi friends I use MTNL broadband connection for accessing internet
generally, but I also have another 3G modem provided by the university
to access university's LAN on a proxy connection to access its
subscribed resources. Friends is it possible that while using this
MTNL broadband I could use this 3g USB modem and could access the
proxy connection when ever needed? It mean I will be using two
simultaneous internet connection in different browsers! Please educate
me on this requirement.

For instance, I have two brousers: 1 Ie8 and 2 Firefox.
In ie8, select tools>options.
press controll+tab several times to find connections tab.
Here you can choose dial-up connection or set up any other available 
connection.

The same applies to fire fox too.
Now, whenever, we open firefox, the connection assigned to firefox would 
work. and when the other brouser is opened, the connection set to it would 
work.

Hi friends I use MTNL broadband connection for accessing internet
generally, but I also have another 3G modem provided by the university
to access university's LAN on a proxy connection to access its
subscribed resources. Friends is it possible that while using this
MTNL broadband I could use this 3g USB modem and could access the
proxy connection when ever needed? It mean I will be using two
simultaneous internet connection in different browsers! Please educate
me on this requirement.

I agree with Harish and would like to add a few more points:

In the first place, there is no reason why the factor of disability should
be considered. A person's lifestyle, workplace
 is not considered is it. Why should such invasion of privacy be allowed in
case of any disability. Most disabilities are invisible, some are easily
visible.

So, Even if risk is to be assessed, it will not be simply based on the
single factor of disability. It also depends on accessibility of
infrastructure, alternatives available to the person to accomplish the same
task, government support, health services, the attitude of the person (some
might be too adventurous others who simply don't move around much).

All of these factors affect the risk involved. It is impossible to
calculate it, and saying this or that disability means higher risk of x
percentage is over simplification.

There is one genuine case, for example if i have a heart problem and need
some regular treatment. There is a higher chance of high medical bills and
therefore medical claims. So any terms set by an insurer relating to
diagnosed disorders and treatments directly as a result of those are
probably the only genuine case where greater risk can be adjusted for.

We can install iso extension from winrar or there is an image reader available 
in the net. I am using demon tool for that purpose.

Thank you friends.
Unfortunately, after unzipping  them, executable files pops out error
while trying to instal .
I've tried with many ISO extensions files but the same problem persists.
In this case, any solutions?

Hi Zameer,

Only leeway given to VI in income tax is an extra 1 Lakh exemption
from over all income calculation.

So as I believe,
VI’s income should only be tax if it’s more than 3 Lakhs i.e. 2 lakh
usual exemption and 1 lakh more under 80U, there’s no separate
circular on it. It’s there in income tax act.

Chargin 2% of salary as tax sound unusual. It should be 10% if the
over all income is above 3 lakh up to 5 Lakh and at 20% from amount 5
Lakhs to 10 Lakhs.

Also, state of Maharashtra exempts VIs from paying professional tax.

It is always a good idea to carry books, notes or any other of your
documents you wish to read while you travel. You must have seen many people
read books or students refer to their notes while travelling in order to

impaired or those with learning difficulties can access their documents in

No document suggests that it has any involvement of government in its
activities, its completely a private body working as an NGO.
Thus no fundamental right can exist against any private body, if no
right exists, therefore no  violation, because no violation can be
made in abeyance.
But yes one right which has been violated here, upon which every one
has consensus, that is fundamental moral right! that has been of
course violated!
Thats the point upon which Assistant Menager RBI, Mr Asudani insisted
that it has been violated. Right to equality and here in terms of
employment, the right of equality of opportunity .
If you read the title of Article 16, which reads as "equality of
opportunity in matters of public employment", itself suggests that it
is available only in public employments and no private employment can
be covered under the auspice of this article thus no person can claim
violation of any fundamental right against such private body.
Ever you hurd any NGO providing SC, ST and OBC reservation? never,
because they are not bound by the mandate of Article 16(4), unless its
control is in the hands of government. More over Sec, 33 of Persons
with disabilities Act, provides 3% reservation against the
establishment of the government, however new draft disability Act is
promoting NGOs to increase employment opportunities for disables in
lieu of certain schemes.

@Mr Himanshu, so you are worried that these organizations not only
fill their treasury but also bulk of their recruited personnel earns
their bread and butter. so Mr. your heartache is that you are sitting
outside of this organization and missing such opportunities?

What is immoral and  degrading to you may be perfectly valid in view
of another person, so keep you imaginations limited upto you. I
justify only just, I don't belongs to any of such organization, I am a
professional degree holder.

I will not make any comment here upon your insensate observation, see
in government offices, you can find many person from one family and if
not family members then their near and dears! did you ever think that

I don’t need to get into such self-seeking organisations for earning
my bread and butter because I am already well placed in a PSU bank.

professional degree holder and such organisations may provide you
fertile ground to earn your bread and butter seeing your loyalty

This is nice coincident, so let me also introduce myself as follows.

I am a trainer of Japanese Medical Manual Therapy, JMMT, and long stay at BPA,
 Ahmedabad, and work for NAB and NIVH. I am also totally blind and enjoying ch
allenging work with my Indian counterparts.

In Japan and other major East Asian countries, manual therapy, health and medi
cal massage, by the blind is popularizing now, but in India, it is still minor
 occupation. There are a lot of demand of health and medical massage in India 
and it is very good work for the visually challenged in both ways income and s
ocial contribution.

My project is last for three years which started on February 2013. Now this is
 on "Master Training Course" and "One Year JMMT Course" will be start in a few
 monthes later in Ahmedabad, and several monthes later in Dehradun.

Let me introduce my teaching/therapy basic concept in three items.

1. Developing "Talking-Hands": The excellent blind therapist have to talk with
 the client by his/her hands. Many clients don't want talk about his/her healt
h problem in details. Our hands can reach to his/her hidden ailment parts.

2. "Analytic approach vs holistic approach": Our medical examination is not on
ly done by analytic way, but also done by holistic approach. Many health probl
ems are combined both mind and body, so called, "Mind-Body Unity". In specific
ally it is done by checking stractural and physiological balance/imbalance of 
the whole body.

3. Focusing on good posture, breathing, and relaxation: To strengthen our heal
ing power, the therapist has to keep good posture, abdominal (Chakra) breathin
g, and relax in the core muscles.

control is in the hands of government. More over Sec, 33 of Persons
with disabilities Act, provides 3% reservation against the
establishment of the government, however new draft disability Act is
promoting NGOs to increase employment opportunities for disables in
lieu of certain schemes.

@Mr Himanshu, so you are worried that these organizations not only
fill their treasury but also bulk of their recruited personnel earns
their bread and butter. so Mr. your heartache is that you are sitting
outside of this organization and missing such opportunities?

What is immoral and  degrading to you may be perfectly valid in view
of another person, so keep you imaginations limited upto you. I
justify only just, I don't belongs to any of such organization, I am a
professional degree holder.
Mr you are crying here for seeing family members in the organization,
I will not make any comment here upon your insensate observation, see
in government offices, you can find many person from one family and if

he may consider taking course from symbiosis centre of distance
learning, pune. they have various courses of management, law,
marketing etc. offering the diploma in post graduation. being studied
for their course of post graduation diploma in business administration
(HR) i can surely say that their course design and other expertise
knowledge provided in the form of video lectures is up to the mark of
gaining knowledge of corporate dealing, with the limitation of
practicals such as group discussions, field assignments, research etc
since its distance learning course. but if he opt for the same course
i enrolled in, i can extend my support in providing scanned study
matterial after taking the admission in the course suggested.

conditions I don't know how far it would be practically possible to
implement.

@Harish Sir: I surely agree with the surveyor point, and as far as
premium is concerned, I think its your experience which is saying so,
and I hardly have knowledge of disability field, so I take it as it is
for now. Whatever I was saying, I was saying from the commercial point
of view.

@Vedprakash Bro: Lucky you are, I must say! If you have disclosed your
disability, and your agent haven't done anything different to save you
from these issues. (But it is you! so, better we talk on phone about
it smiles)

At least I tried with HDFC Life, ICICI Prudential, and Bajaj, all of
them asked for additional premium. But it was a long ago story, and I
did not have seriousness to follow it up due to the reputation which
insurance agents had created in my mind because of their appearances
and differences in what they say and the policy conditions. But now
having studied it as a subject, I know that it is not as rotten as a
field which agents make you feel like sometimes.

Whatever, now it is part of my planning, and kind of family
requirement to get insurance. And I am serious about it, so lets see
if there comes any refusal. Thanks for all the views, I am mostly done
with my ground work now.

If you only want to extract the Iso image to copy it's contents, use any
compression applications like win rar. However on the other hand if you want
your computer to treat it like a virtual DVD or CD, then use power Iso.
Power Iso allows you to create a virtual drive where you can mount a virtual
disk image without having to burn the image on to a physical disk but still
make the computer behave as though you have a real disk inside a drive.

Judgement is not only delivered on the bases of existing stipulated
laws but Judges interpretation is the key for the final verdict. For
example, Governmental policies with regard to persons with
disabilities are supposed to have sourced from PWD act 1995, but Since
India ratified UNCRPD document in 2006, our judiciary has expanded its
dissecting scope and has used UNCRPD for domestic context. And many
judgements over the last few years were delivered in favour of
disabled by referring UNCRPD.
And if this case would have gone to court, which will not now, I think
judiciary would have derided NAB.

youtube downloader does not have facility to resumay of downloads.
so i use i d m for downloading from youtube.
do the following things to download from youtube.
first open that vidio wich you want to download from youtube.
and then after vidio starts playing,
press alt+ space.
and press enter on meximmise.
then press jaws curser.
and use arro key.
and you will find the option
download this vidio.
then by pressing ctrl+left and right arro,
set your curser there on download this vidio dialogue.
and press left mouse butten there.
then use pc curser and you will get your vidio in defrent formet.
all the formets will be in check box.
make check that formet in wich you want to download your vidio.
and press enter there.
and you will get download file info dialogue.
press enter on start download butten.
and your download will begin.

http://www.access2science.com. Infty's website can also be helpful.
The website has good resources to get him started.

Also, if you could describe the exact problem that he is facing, I may
be able to guide. Try using the `basic` mode for better results.

If he is wanting to write Math, I would recommend LaTeX with MathType.

She is a ‘superkid’ who works for various projects, participates in
art exhibitions, submits creative assignments on time, is the subject
of her professor’s research project and still manages to top her
class.

But what sets her apart from others is her will to defy all odds, be
it a disability.

Radhika Mehra, a bachelor of design student at Ansal University, was
born with a hearing loss. She is the only student in her batch of 27
with special needs. However, her professors are awestruck at her
talent, and say she is more creative than any other student in the
class. “She is profoundly hearing impaired but is also profoundly
visual as she comes up with great design ideas”, says Mike Knowles,
dean, Sushant School of Design, Ansal University.


While an impairment of 25 decibels amounts to deafness, Radhika has a
hearing loss with 110 decibels since birth. Her mother, Reena Mehra,
said Radhika’s only companions in childhood were a pen and sketchbook.

“She was always a reserved and quiet child. She would make a sketch
and express what she could not utter in words. Eventually, it became a
passion for her,” said Reena explaining how her daughter chose to
pursue design as a career.

Radhika’s father passed away last year, postponing her plans to apply
to the University of Rochester, which has a special institute for the
deaf.

“There were no colleges for such a course for special children in
India. However, Ansal University agreed to admit her for an integrated
course along with other students,” said Reena.

Radhika has been a star performer ever since. An inspiration for her
classmates and professors alike, Radhika is brilliant as she likes
nothing short of perfection. Besides her sketch board, e-mails and
text messages are the only modes through which Radhika communicates
with people.

Impressed by Radhika’s extraordinary work, her professor Promil Pande
chose her research topic as design education for special needs in
India. “A country with 60 million hearing impaired children has no
infrastructure for such courses. We need to realise that there are
children like Radhika who may have a physical impairment, but that
does not make them intellectually less capable. Radhika is the most
brilliant student that I have come across,” said Pande.

New Delhi, May 21: Access to a broad range of economic and social data
will soon be a click away.

The data to be available on a proposed website in four months will
include information on human development, industrial growth,
agriculture, census, price index and household expenditure, to name a
few.

The Indian Council for Social Science Research (ICSSR), the government
agency promoting research in social sciences, has decided to set up
the National Data Service for Social Science Researchers (NDSSSR) as
one-stop portal where students and public can easily access data free
of cost.

“The NDSSSR will be set up on the lines of UK Data Service (UKDS)
which is the agency in Britain to compile and disseminate statistical
information pertaining to social, economic, political and cultural
aspects of the economy,” ICSSR chairperson professor Sukhadeo Thorat
told The Telegraph.

He said multiple agencies, such as the National Sample Survey
Organisation, Registrar General of India, various ministries and the
National University of Educational Planning and Administration, are
involved in collecting and publishing data on various issues. At
present, researchers have to approach these agencies for the data.

The NDSSSR, to be set up in collaboration with the ministry of
statistics and programme implementation, will collect data from
various agencies and publish them in a usable format, Thorat said.

He said the NDSSSR will compile available data — on any particular
issue, whether the socio-economic condition of tribals in India or the
participation of Muslims in education — from all agencies and put them
on the website.

Social scientists have hailed the initiative. G. Hargopal, a faculty
at the Centre of Human Rights in the University of Hyderabad, said the
proposed agency would facilitate researchers to focus more on their
research work.

“A researcher need not put any effort or time to search various
websites or visit organisations for data. He will get comprehensive
data relevant for his research,” said Hargopal.

Jayati Ghosh, the director Women’s Studies, School of Social Sciences
at Jawaharlal Nehru University, said several private institutions are
involved in collecting data and they charge fee to provide it to
users. “Researchers can save on money also. They may not have to pay
if NDSSSR provides data free,” she said.

Private agencies such as India Stat collect information from
government and supply to users for a fee.

Throat said the UKDS, supported by the Economic and Social Research
Council (ESRC) of the UK, serves as a single point of access and
support to broad range of high-quality economic and social research
data. The UKDS also helps the social science community to develop the
skills necessary to use the available data.

The proposed NDSSSR will provide training to researchers on how to
best interpret the data and use them, said Thorat, who left for the UK
today to discuss the NDSSSR plan with the ESRC. It may be set up in
four months.

The ICSSR also has plans to set up an Indian Social Sciences and
Humanities Academy on the lines of the British Academy to advise the
government on social science policies.

Hi, Greetings.

Yes, Hadley School provides different options like Braille, Digital
Talking Book (DTB which has to be downloaded), online and other modes
of learning which I can't remember at the moment. You will be provided
with a passward in order to access your course page if it's online.
However, before enrolling for any course, it is better to check
whether the course is available in your preferred medium. You can do
this by accessing the course catalogue.
