Well done Vibhu, your achievements are a showpiece for us. With determination and adequate support and reasonable accommodation nothing is impossible. And before my mail is labelled as only a congratulatory mail, let me add some information. Visually impaired students should take up computer science related subjects in school if they have interest. However, it is important that they are well supported and guided by the school, an NGO or an expert. At times it is necessary to work out alternative methods for accomplishing the tasks given in the syllabus. The software tools used in the school may not be accessible but the same results can be achieved with alternate tools that are accessible. As per my information CBSE purchased screen reading software and established a special examination centre for Vibhu and Kartik. They had earlier discussed with me the possibility of holding the examination in the well-equipped computer labs of an NGO. I think it would have been a good option. Nevertheless our young starts faced the challenges with courage and have come out shining. The students of NAB Delhi who are also studying through integrated system have also scored very well. Avichal is the top scorer among them with 92%. The bar is being raised by our youngsters every year. Now there is competition among the visually impaired for the best seats in colleges. Congrats once again to Vibhu and other students for their brilliant results. [AI] Four-year course: SC asks DU to consider blind students’ plea
New Delhi: The Supreme Court on Wednesday refused to interfere with the four-year undergraduate programme introduced by the Delhi University but asked it to be sensitive towards the problems faced by visually challenged students who claimed that they would be put at a disadvantage. A bench of justices B S Chauhan and Dipak Misra said that it cannot direct the University on how to run the course but asked it to look into the problems faced by the blind students. “We should not run the country or the University sitting in the court room. We cannot issue mandamus to do this,” the bench said while refusing to interfere in the new course. “We share your agony and the problem faced by you must be looked into by the committee,” the bench said. It was referring to the committee appointed by the Delhi Universty to look into grievances related to the course, which is being introduced from this academic session. “Whatever your grievances are, you file representation to the committee and we would ask the committee to look into it within a week,” it said. The court was hearing a plea filed by an NGO Sambhavana alleging that visually challenged student would not be able to meet the requirements of the foundation course in the first year of the programme as it contained a bouquet of 11 courses which included mandatory Building Mathematical Ability and Science and Life. The bench, however, made it clear that visually challenged students should not suffer because of introduction of new syllabus and asked the University to give all facilities to them to compete with other students. “They must be treated as a special category. Sensitivity must flow. We don’t want these people to suffer,” the bench said. The bench said that it would pass a formal order on the petition. Hello, It's necessary and possible to right-centre text. For example, there are three lines at the end of a leave letter like Yours faithfully, (K. NAGESWARAIAH) Typist. In the above three lines, the last line is smaller than the first two lines. So all the three lines should come on the right but at the same time, the last line should be centred to the first two lines. This is what I mean right-centering text. If my memory serves me right, UGC has, perhaps, been boasting of following such a preferential model. The problem is that Rules of this kind are never publicly pronounced, for they are meant only for internal circulation to the evaluators concerned. Some years ago, the UGC Chairman has revealed in a conference during a question-answer session that UGC indeed ensures that the scripts of the visually-challenged candidates are evaluated without paying too much attention to minor spelling errors and grammatical mistakes. Now that UGC has given up the descriptive questions, I am not sure if UGC even remembers it! Andhra Pradesh Board of Secondary school Certificate has a peculiar system of giving 10 grace marks in each subject, and 15 in the case of Maths, at the time of 10th standard public examination. But this can be a post-evaluation effect as well. Perhaps they don't do so because making any sign or representation which could help in identifying you amongst others students is not permitted. So far as my wisdom bethinks, there is no such rule/guideline of any university/UGC which provides any kind of relaxation or special treatment in respect of visually challanged candidates while evaluating their answer sheets. I have never came across of such mandate upon the evaluator or the university officials, even they don't indicate that this answerbook belongs to a visually challanged candidate! Perhaps they don't do so because making any sign or representation which could help in identifying you amongst others students is not permitted. However at school level or in internal examinations if the teacher knows you personally, he can make such relaxations on the basis of equity.
