Relief for Hundreds of Visually Impaired Special Educators Looking for 
Employment: Important CCPD Judgment in a Case Filed by AICB
 
Dear Colleagues,
 
It is a well-known fact that the blind and the low vision children studying in 
inclusive schools are in most need of support from Special Educators trained to 
teach them. The irony is that though hundreds of visually impaired persons hold 
diplomas/degrees in special education and are competent to work as Special 
Educators, they are often denied employment because as per the 2007 
identification list of MSJE, the post of Special Educator is not identified for 
this disability category.
 
As AICB had received a number of complaints from the blind and the low vision 
persons in this respect, we filed a case in the Court of the CCPD contending 
that as per a notification of May 2001, a post with a different nomenclature 
but having similar functions to an identified post, is also considered to have 
been identified. Therefore, we argued that the post of the Special Educator, in 
effect, is identified for the visually impaired and, reservation and employment 
cannot be denied to them.
 
During the case hearing on Monday, 17th June, 2013, our Vice President, Dr. 
Anil Aneja, while strongly arguing this case in favour of the blind and the low 
vision, put forward many weighty grounds. In addition to the above contentions 
and among various arguments, he contended that the RCI is the statutory body to 
govern professional standards in the field of disability and the RCI conducts 
only disability specific courses in Special Education. The visually impaired, 
like other persons are registered as “Special Teachers to Teach the 
Handicapped” in category 5 of the CompositeRehabilitation Register of RCI. This 
is the only category of CRR in which the special educators are registered, and 
thus, certified and registered as qualified to be Special Educators, the 
visually impaired cannot be denied their right of employment and reservation on 
the post of Special Educator. Further, Dr. Aneja stated that there is no course 
in Special Education which is designed for educating a person to teach students 
belonging to all disability categories. Therefore, the assumption that a 
Special Educator can teach students with various disabilities, is erroneous, 
illegal and therefore wrong.
 
Upholding our contentions, the Chief Commissioner for Persons With 
Disabilities, Mr. P.K. Pincha passed a landmark order soon after the hearing in 
the Court itself. He held that as per the Principles enshrined in the said 2001 
notification, the post of Special Educator is deemed to be identified for the 
visually impaired, and therefore, he directed the Department of Education, 
Government of National Capital Territory of Delhi, to consider identifying this 
post for the visually impaired within a period of two months and report the 
action taken to the Office of the CCPD. Mr. Pincha further directed that even 
if a vacancy is not reserved for the visually impaired, they cannot be denied 
their right to compete in the open selection, a practice which was hitherto 
being followed by the Delhi Government

Dear Colleagues,

It is a well-known fact that the blind and the low vision children 
studying in inclusive schools are in most need of support from Special 
Educators trained to teach them. The irony is that though hundreds of 
visually impaired persons hold diplomas/degrees in special education and 
are competent to work as Special Educators, they are often denied 
employment because as per the 2007 identification list of MSJE, the post 
of Special Educator is not identified for this disability category.


As AICB had received a number of complaints from the blind and the low 
vision persons in this respect, we filed a case in the Court of the CCPD 
contending that as per a notification of May 2001, a post with a different 
nomenclature but having similar functions to an identified post, is also 
considered to have been identified. Therefore, we argued that the post of 
the Special Educator, in effect, is identified for the visually impaired 
and, reservation and employment cannot be denied to them.


During the case hearing on Monday, 17th June, 2013, our Vice President, 
Dr. Anil Aneja, while strongly arguing this case in favour of the blind 
and the low vision, put forward many weighty grounds. In addition to the 
above contentions and among various arguments, he contended that the RCI 
is the statutory body to govern professional standards in the field of 
disability and the RCI conducts only disability specific courses in 
Special Education. The visually impaired, like other persons are 
registered as “Special Teachers to Teach the Handicapped” in category 5 of 
the CompositeRehabilitation Register of RCI. This is the only category of 
CRR in which the special educators are registered, and thus, certified and 
registered as qualified to be Special Educators, the visually impaired 
cannot be denied their right of employment and reservation on the post of 
Special Educator. Further, Dr. Aneja stated that there is no course in 
Special Education which is designed for educating a person to teach 
students belonging to all disability categories. Therefore, the assumption 
that a Special Educator can teach students with various disabilities, is 
erroneous, illegal and therefore wrong.


Upholding our contentions, the Chief Commissioner for Persons With 
Disabilities, Mr. P.K. Pincha passed a landmark order soon after the 
hearing in the Court itself. He held that as per the Principles enshrined 
in the said 2001 notification, the post of Special Educator is deemed to 
be identified for the visually impaired, and therefore, he directed the

judgment which will benefit hundreds of visually impaired
persons and also the blind and low vision children studying in inclusive
schools.

Where it says redirecting, you need to press alt n. it takes you to various
options, one of it being download file. That is where you need to click to
get the rest of the downloading options.

I'm Vamshi from Tirupati in Andhra Pradesh.  I wrote UGC NET in two
subjects.  The universities conducting the exams provided the scribe
in both the cases.  In fact, the quality of the scribes was also very
good.  I think you should report this immediately to UGC. You can also
quote the circular of MSEJ.  If nothing works, you will have to take
the legal action with CCPD.

There will be a dedicated number on which a text message can be sent
and there will be no need for internet at any stage — booking,
payment, cancellation etc.

NEW DELHI: In a bid to further simplify the ticketing process, Indian
Railways Catering and Tourism Corporation (IRCTC) will launch a pilot
project for ticketing through non-internet based mobile phones from
July 1.

This will enable people using non-internet based mobile phones to
access railway ticketing services through SMS or Interactive Voice
Response (IVR) or Unstructured Supplementary Services Data (USSD)
systems.

The scheme, aimed at improving access to ticketing, will be
user-friendly, secure and also eco-friendly, as no printout would be
required.

The objective is to tap the potential of the mobile phone market and
help the common man by providing anywhere, anytime and hassle-free
booking option, an official said.

There will be a dedicated number on which a text message can be sent
and there will be no need for internet at any stage — booking,
payment, cancellation etc.

One will have to register the mobile number with IRCTC as well as
one's bank (one time password) for authorization of payment.

The passenger will have to type the train number, destination, journey
date, class and passenger details like name, age and gender on the SMS
box.

The sender will receive a transaction ID and then make payment by
sending another text message by typing PAY followed by the transaction
ID and the bank password.

On successful booking of ticket, a message will be sent to the user by
IRCTC which will suffice as valid authority to travel along with photo
ID card in original.

Cancellation of tickets can also be done through the cancellation
option available.

The scheme will be on pilot basis and will not be available during 8
am-12 pm for booking ARP/tatkal/general tickets.

When I pressed d having pressed alt + n and space bar, it announces
“this is the last element on the page”.

Only relevant option I get is “download all with free download
manager” as I have fdm installed on my pc.

I suppose the problem is something different. Is it to do with my browser?

it happen some time when i copy the url of any video  to any converting side 
the url does not paste on the converting side when i go to download link it

Video messaging on Skype simply allows users to record a message for a
contact to be viewed later, sort of like a video voicemail, instead of
requiring that any real-time communication shenanigans happen.

Asynchronous video is arguably the older form of communication – I can
still remember using the parents’ old VHS camcorder to make tapes that
we’d later show grandma and grandpa, for instance. But Skype has been
slow to integrate it, and it’s possible that the advent of recent
startups including Glide, and to some extent Twitter’s Vine, which are
focused specifically on time-delayed video broadcasts, have lit a fire
under the Microsoft-owned company, lest they get disrupted. Other
competing apps like Viber and various messaging platforms have also
previously offered the feature.

The video messaging feature had previously been available as a beta
feature since February, with a cap on the number of messages in place,
and free unlimited use relegated to those with premium subscriptions.
Luckily Skype seems not to have seen much value in locking this
feature behind a pay wall, unlike its screen sharing option, which is
good news for all.

Video messaging scratches an itch that was previously one of the major
limitations of video communication, which is, what do you do when the
other party isn’t available? All that intent gets lost as you run up
against the wall, and consumers are bound to be less inclined to use a
service like that should they encounter disappointment. At the very
least video messaging offers a way to act on that impulse to connect
via video, even if real-time communication isn’t possible or
practical.

Skype entering the fray and offering multi-platform support out of the
starting gate may put a damper on startups in this space, but we’ll
have to see how users respond to this addition to the Skype platform,
and whether people think Skype’s implementation is strong enough to
replace more feature-rich offerings from Glide and the like.

Relief for Hundreds of Visually Impaired Special Educators Looking for
Employment: Important CCPD Judgment in a Case Filed by AICB
 
Dear Colleagues,
 
It is a well-known fact that the blind and the low vision children studying
in inclusive schools are in most need of support from Special Educators
trained to teach them. The irony is that though hundreds of visually
impaired persons hold diplomas/degrees in special education and are
competent to work as Special Educators, they are often denied employment
because as per the 2007 identification list of MSJE, the post of Special
Educator is not identified for this disability category.
 
As AICB had received a number of complaints from the blind and the low
vision persons in this respect, we filed a case in the Court of the CCPD
contending that as per a notification of May 2001, a post with a different
nomenclature but having similar functions to an identified post, is also
considered to have been identified. Therefore, we argued that the post of
the Special Educator, in effect, is identified for the visually impaired
and, reservation and employment cannot be denied to them.
 
During the case hearing on Monday, 17th June, 2013, our Vice President, Dr.
Anil Aneja, while strongly arguing this case in favour of the blind and the
low vision, put forward many weighty grounds. In addition to the above
contentions and among various arguments, he contended that the RCI is the
statutory body to govern professional standards in the field of disability
and the RCI conducts only disability specific courses in Special Education.
The visually impaired, like other persons are registered as Special
Teachers to Teach the Handicapped in category 5 of the
CompositeRehabilitation Register of RCI. This is the only category of CRR in
which the special educators are registered, and thus, certified and
registered as qualified to be Special Educators, the visually impaired
cannot be denied their right of employment and reservation on the post of
Special Educator. Further, Dr. Aneja stated that there is no course in
Special Education which is designed for educating a person to teach students
belonging to all disability categories. Therefore, the assumption that a
Special Educator can teach students with various disabilities, is erroneous,
illegal and therefore wrong.
 
Upholding our contentions, the Chief Commissioner for Persons With
Disabilities, Mr. P.K. Pincha passed a landmark order soon after the hearing
in the Court itself. He held that as per the Principles enshrined in the
said 2001 notification, the post of Special Educator is deemed to be
identified for the visually impaired, and therefore, he directed the
Department of Education,

Hi Padmanabham, there is no such requirement prescribed by UGC. Were
you asked to do so? or you read somewhere?
I have successfully appeared in last two UGC Net exams with out doing
any thing extra for arranging the scribe, they managed all the
thingsat their own .

Hello,
starting from virsion6, Avast has a feature called sandbox. which puts
the suspicious or unsigned files in a secure mode which limits the
functionality of the files. so that they don't cause damage to your
machine.
same thing happens with jaws as well.
Generally, a lot of jaws users use cracked or unauthorised copies of
jaws in their systems.
these jaws cracks don't have a valid signature so avast detects them
as suspicious files and limits their functionality.
It can only be solved either by completely turning off the sandbox
feature of avast or allowing jaws as exception.
whereas, quickheal doesn't give such issues.
when it comes to detecting suspicious files, quick heal is much much
viser than it's predecessors.
I will advice users to do a complete  analysis of the accessibility
and usability of any product/software before recommending or not
recommending  it on the list as, it can cause a lot of troubles to a
lot of people who are new to computers.

Person Finder to offer information on missing people in flood-affected areas 
in the country, including Uttarakhand. Google Person Finder is a 
web-application that allows individuals to post and search for the status of 
relatives and friends affected by a disaster, Google said in a blog post. 
Since last week, the state of Uttarakhand in India is grappling with severe 
floods. Given that most of these areas in the state are highly inaccessible 
with intermittent communication, Google Crisis team bring you the Person 
Finder, the blog by Jayanth Mysore, Google's APAC Senior Product Manager, 
said. The tool can help trace the missing persons in the flood-affected regions 
of Uttarakhand and is available in Hindi and English, it added. All data 
entered into Google Person Finder are available to the public and searchable by 
anyone. The programme also lets press agencies, non-governmental agencies and 
others cont
 ribute to the database and receive updates by using Person Finder API based on

[AI] regarding my broad band and y 5 connection

hi all!
hope all r fine...
As the above subject says, I have a problem in the y 5 connection
though and I am confused that what to do now.
I shall explain the scenario which is happening to the connection.
Every time I log into my laptop, the y5 automatically connects but
there is a window that appears abruptly which prompts me to type the
user name and password of the internet connection. I did that but
still I am getting the same pane or window which asks for the same
thing.
I can connect to the internet using the broad band cable or data cable
on my laptop but this is not possible only through y 5. I was able to
find  this even from my mobile and one of my neighbor as well.. I am
thinking that whether the password is wrong or some stranger has
accessed it or is there a problem with the router?
In fact, I am using the U S B router on my laptop as my laptop's y5
was corrupted though.
I would be glad if any one could help me in resolving or trouble
shooting the problem.

I will recommend AVG Anti-Virus. First it is free for personal use and
it runs smoothly once it gets installed. It is also more than 90%
accessible with JAWS. I have never faced any issues with this product.

Yes, Microsoft security essencials can also be a good option. I have been
using the same for last 2 or 3 years with both win XP and 7. it is fully
accessible antivirus from Microsoft for genuine copies of windows.

not only crack but sometimes antivirus protects a genuine copy of jaws to 
run. I faced a this issue with symantec end point protection. this s an 
antivirus which our bank has purchased at corporate level. however, finally 
I resolve the issue and now my jaws is running fine.
