The last draft which is available infact talks about programmes and
services also. You are right about microwaves etc., once the policy is
in force, all this will be covered. If I read the language of the last
draft in broad sense, then it should ideally also cover the websites.
Do not forget that Govt. has its own set of guidelines for web
accessibility.

I spoke to Dept. Officials yesterday, to see if the copy can be
procured. I will keep you posted on this.
At this stage unless research has already been done in this area by
NGOs, we will not see big changes coming quickly once the policy comes
out. Because as far as Indian Government is concerned, they will
mainly conduct researches, and an institution will be established to
seek that the objectives of this policy are achieved. It will take its
own time to see the kind of things all are waiting for.

Further, how far this will have the binding effect especially on
private players, given the fact that these are executive instructions
and also how it is worded, is also something to be seen. (Think
legally the effect of a policy when compared to a law). I have not
gone through the last draft of the new bill on disability law, so I
don't know what provisions exist in that bill as regards
accessibility.

It is welcome step because till date we in India have nothing of this
sort even on papers. And if I am right, not only NGOs, even the MNCs
like Microsoft have been supporting for this policy. Meetings in this
regard were being conducted even during 2009 or before.

Try to play the song on

www.povidi.com/yourtube/

It is accessible youtube in search you can search the song you and
want and after clicking on play, there you can do muting and unmuting.
On normal youtube, sometimes, if you press "b" then you will find
couple of labled  and unlabled buttons on that you can press enter on
each of it and see whether it works or not.

Follow this:
1. Open "Start Menu".
2. Type "computer" in the search box. You will hear JAWS announcing
computer if the search keyword matches.
3. Press APPLICATION key and select "Properties" from the list and press ENTER.
4. Change your PC Curser to JAWS Curser by pressing INSERT+NUMPADMINUS
and read the content by using UP and DOWN ARROW keys. When you finish
reading, hit NUMPADPLUS to revert back JAWS Curser to PC Curser.

Hello,
Team viewer is accessible for remote usage but it has following limmitations.
1. windows xp doesn't support sound transmition so I was not able to
have sound while controlling an XP machine.
2. since we also need audio, internet connections need to be very good
for smooth experience.
3. the most important thing, both the computers must have either jaws
or any screen reader installed. for example, you cannot control some
buddy's pc which doesn't have a screen reader installed.

I need to know how to download and convert vidio files into an audio
format?  Particularly from youtube.  I have been getting since 2 weeks
apesodes of Nazarya-Nazarya in audio format whenever I requested.  So

Well in order to have maximam battery backup you can tweak the
processor frequency to lower GHZ, you can decrease the brightness or
as we use screen reader to use the laptop you can even sswitch off the
display. Turn off Bluetooth and wireless lan, turn on powersaving mode
from windows mobility center, defrag your hard disc so that it does
not spin much when accessing data, use high contrast black theme, turn
off back liting of the keyboard  keep volume on 50 %  and don't use
DVD rom unnessessarly when on battery.

Dear all,
I would like to know whether there is any JAWS accessible remote
access tool. In most of the remote desktop tools I fount that we will
be able to get only the screen display of the client system. Even if
there is JAWS running the client system we will not able to hear that.

My requirement is to have a tool through which I can access a remote
system loaded with JAWS and I need to operate that system with the
help of the JAWS in that remote system.

Also there are lots of remote desktop viewing tools. But is there any
one which can give us the audio along with the vedio of the client
system. What I mean is that in all those remote desktop viewing tools
like “employee desktop live viewer” we will be able to watch the
screen display of the remote system. But there is no way to heare any
sound which is being played in that system, whether it is the sound of
a screen reader, or some other audio playing in it.

Hello there,

I am a chronic patient of glaucoma and under treatment for past 14
years as a result of which, I have tunnel vision in both eyes, its
same as looking through a small hole. when I say these words in my
personal interview, suddenly their attitude  changes and I get
discarded.

Although I've done B. Tech in computer science and I have a good
knowledge about PHP, java, HTML Jaws, kurzwell etc.

So I thought instead of working for others I should use what I've got

pen drive and E HD  both surves the same purpus however there are a
lot of difference in size and storage capacity.
generelly pendrive comes from 2 gb to 32 or probbably 64 gb and e hd
comes  from 320 gb  to 1 tb.  it soly depends on your need how much
data you want to back up.
c gate and westen digital are some of good hurd names for external hds.
i hurd good reviews of kingston USB drives.

a harddisk is always a better option for backup purely because of a
much greater storage space which a single pen drive wont give u.
as far as make is concerned, i have also been happy with c gate.

1.  Is it enforceable?

not for the sake of it, leveling buttons etc.
3.  Though it’s a start, but I am scared that as Amar said soft
electronic services like web sites are out of it’s purview? Why?
Policies are always directional then why can not it be included too
from the start?

this brilliant news. Cabinet has approved the National Policy on
Universal Electronic Accessibility! It was some 4 years ago that we
(at NCPEDP) saw this dream. In a small room at USI, the idea was born

stage of manufacturing of any product, it should have accessibility
imbedded in it. I vaguely remember reading draft of this policy long
back, when we on the list were not happy with the way it was worded.
As lot of things were left on future.

I have yet to study its current form, but it is surely a welcome step.
Web accessibility and other things are not in the domain of this
policy. This is more to do with hardware, and using of Information
Communication and Technologies to make things accessible.

Due to some problems and my office I could not  watch this serial at
exact time. But, watch 1 episode on youtube, and, someone has provided
me MP3 version of second episode. So, today only I heard it.

But, I think,  both episodes we saw, that, their parents support them
then, no probs. Obviously they could do anything. But, many people are
also in our field who never ever have got even any kind of support
from their parents still , now, they are in a good or well position.

I would like to suggest here, that, please  make a platform for those
also who had achieved something in their life without any once
support.

The Union Cabinet today approved the National Policy on Universal
Electronic Accessibility
that recognizes the need to eliminate discrimination on the basis of
disabilities as well as to facilitate equal access toelectronics and
Information and Communication Technologies (ICTs).

This policy has been prepared after incorporating comments and suggestions
from various stakeholders, an official press release said.

The policy will facilitate equal and unhindered access to electronics and
ICT products and services by differently abled persons (both physically and
mentally challenged) and to facilitate local language support for the same.

This shall be achieved through universal access to electronics and
ICT products and services to synchronize with barrier free environment and
preferably usable without adaptation. Differently abled persons all over
the country will benefit from this policy, the release said.

According to it, the following strategies are envisaged for the
implementation of the policy:

• Creating awareness on universal electronics accessibility and universal
design.
• Capacity building and infrastructure development.
• Setting up of model electronics and ICTs centres for providing training 
and

demonstration to special educators and physically as well as mentally
challenged persons.
• Conducting research and development, use of innovation, ideas, technology
etc. whether indigenous or outsourced from abroad.
• Developing programme and schemes with greater emphasis for differently
abled women/children.
• Developing procurement guidelines for electronics and ICTs for
accessibility and assistive needs.

India ratified the United Nations Convention on the Rights of the Persons
with Disabilities (UNCRPD) in 2007 which, among other things, says that
"State Parties shall take appropriate measures to ensure to persons with
disabilities, access on an equal basis with others, to the physical
environment, totransportation, to information and communications, including
ICTs and systems and to other facilities and services open or provided to
the public".

Many countries who are signatories to UNCRPD have legislation policy or a
framework to ensure equality for those with disability.

Electronics and ICTs are key enablers in mitigating barriers faced by
differently abled persons and in helping them to provide better
opportunities for livelihood, the release added.
